High-quality project construction is the "bull's nose" and "strong engine" driving high-quality development, and an important support for expanding investment, optimizing structure, and stabilizing growth. Since 2024, all localities and departments in Shaoxing have thoroughly implemented the spirit of the provincial and municipal "New Spring ** Meetings," adhered to the principle of "everything focused on projects, everything revolving around projects," and, with the "Thousand Projects, Trillion Yuan" program as the overarching guide, gone all out and at full speed to advance major projects. According to the Shaoxing Municipal Development and Reform Commission, in the first quarter, the city's "Thousand Projects, Trillion Yuan" project investment completion rate reached 26.7%, ranking third in Zhejiang Province.

　　The Kezhu Expressway project, with a total investment of 17.48 billion yuan, is the second expressway between Shaoxing's main urban area and Zhuji after the Shaozhu Expressway. It is also an important transportation project for accelerating the realization of the "one-hour traffic circle" of the Hangzhou metropolitan area, and has been listed as a provincial "Thousand Projects, Trillion Yuan" project for 2023 and 2024. In recent days, multiple sections of the project have reached important construction milestones. "In the first quarter, the project completed an investment of 1.454 billion yuan, 32.3% of the annual plan, with the main works advancing comprehensively," said a relevant person in charge of the Kezhu Expressway Company. Next, they will anchor the overall goal of "completing 4.5 billion yuan of effective investment this year and reaching 75% physical progress," focus on advancing key milestones, and strive to achieve full-line connectivity by the end of the year.

　　In terms of industry and urban supporting facilities, an integrated project for an annual output of 4.8 million sets of new energy vehicle bodies in Shengzhou, Shaoxing, as an especially major project among the 2024 provincial major industrial projects, has started construction and is being accelerated across the board. As the largest basketball center in the province, the main hall steel structure of the Zhuji Basketball Center project has been successfully topped out; it will be completed by the end of 2024 and put into use in June 2025.

　　It is reported that Shaoxing has a total of 92 projects, including the Kezhu Expressway, the Zhuji Basketball Center, the Yuecheng District Science and Innovation Comprehensive Service Industrial Park, the Keqiao District Light Textile Digital Logistics Port, and the Shaoxing Campus of Sir Run Run Shaw Hospital of Zhejiang University in Shangyu District, listed in the first batch of provincial "Thousand Projects, Trillion Yuan" program, with an annual planned investment of 58.3 billion yuan, ranking third in the province in investment amount.

　　These projects cover multiple fields such as advanced manufacturing bases, scientific and technological innovation foundations, a strong transportation province, organic urban renewal, and clean energy supply, and will accumulate strong momentum for Shaoxing's economic and social development.

　　To accelerate project construction and ensure a "good start" in investment, Shaoxing took the lead in the province in issuing the "Implementation Plan for Major Construction Projects in Shaoxing During the Spring Festival: No Work Stoppage, Less Work Stoppage, Early Resumption." During the Spring Festival, there were 43 major projects with no work stoppage, 19 of which were listed as provincial major projects with no work stoppage.

　　In March 2024, Shaoxing also planned and carried out the project "Preliminary Work Breakthrough Month" activity, convened joint departmental review meetings, and conducted item-by-item joint review and "diagnosis" of 133 key new projects and 18 preliminary projects, comprehensively sorting out the "element physical examination list" and the "required document gap-filling list." Through this round of breakthrough work, 80 projects are expected to start construction ahead of schedule, with an average acceleration of 2.4 months, and an estimated 14.3 billion yuan of additional investment is expected within the year. Among them, a large number of major projects such as Phase II of Metro Line 2, the Kezhu Expressway, and BYD Semiconductor started early and are being built quickly, providing strong support for Shaoxing's various investment indicators in the first quarter.

　　To strengthen investment momentum, it is necessary to base oneself on the present while also keeping an eye on the long term. According to the Shaoxing Municipal Development and Reform Commission, as of April, Shaoxing had focused on national and provincial major strategies and policy orientations and sorted out and planned 239 major projects of over 100 million yuan each for 2025–2026. These projects cover multiple fields such as railway tracks, highways and water transport, modern water networks, new energy, urban and rural renewal, cultural and tourism integration, better livelihood enjoyment, and industrial upgrading, and will go all out to build a major project reserve and rolling update pattern that is suitable for both near and far terms and continues in echelons, strongly supporting the improvement of both the quantity and quality of effective investment in the coming years.
