According to the official Weibo account of the Haikou Public Security Bureau Traffic Police Detachment, on April 29, a video titled "Woman Pulled Off Electric Bike by Traffic Police for Refusing Punishment After Running a Red Light" spread online and drew public attention. The Haikou Public Security Bureau Traffic Police Detachment immediately launched an investigation.

Investigation found that on the morning of April 29, the Qiongshan Brigade of the Haikou Traffic Police Detachment was conducting a traffic enforcement operation on Longkun South Road. At about 9:14 a.m., Xiao Moumou (female), riding an electric bicycle, ran a red light from south to north at Xinghe Plaza on Longkun South Road. Officers on duty stopped her, identified her traffic violation, and asked her to get off the vehicle to accept punishment, but Xiao refused to dismount. During this period she repeatedly attempted to forcibly ride away from the scene and was stopped by the officers. After six minutes of persuasion proved ineffective, the officers verbally warned her that coercive measures would be taken if she continued to refuse to get off and accept punishment. Xiao still refused, and the officers then forcibly removed her from the electric bicycle.

At about 9:25 a.m., after Xiao Moumou calmed down, the officers on duty, in accordance with the relevant provisions of the Road Traffic Safety Law of the People's Republic of China, imposed a fine of 50 yuan for the violation of running a red light while riding a non-motorized vehicle, and criticized her for obstructing the execution of official duties. Xiao accepted the punishment and recognized her mistake. No injuries to persons or damage to vehicles occurred during the handling process.

The officers on duty failed to enforce the law in a standardized manner when taking coercive measures against Xiao Moumou in accordance with the law. The traffic police detachment has disciplined the personnel involved and circulated the matter to all law enforcement and duty units for self-examination and rectification, so as to further standardize law enforcement conduct and improve enforcement results.
