IV. Project Overview: The Huoqiu to Anhui-Henan Boundary Section of the S20 Changfeng to Gushi Expressway is an important component of the S20 Changfeng to Gushi Expressway in the "Anhui Provincial Expressway Network Planning Revision (2020-2035)". It serves as a duplicate line of the Shanghai-Shaanxi Expressway and is an east-west densification line that enhances interconnectivity among Jiangsu, Anhui, and Henan. The project route starts at Zuowang Village, Panji Town, Huoqiu County. After establishing the Panji Interchange to connect with the G3611 Ningxin Expressway, it shares the alignment with the G328 Huoqiu Section and crosses Chengdong Lake via a double-deck bridge (the upper deck of the Chengdong Lake double-deck bridge is the S20 Changgu Expressway Chengdong Lake Grand Bridge, 5.46 km long; the lower deck is the G328 Reconstruction Project Huoqiu Section Chengdong Lake National Highway Bridge, 4.98 km long; the shared double-deck bridge section is 4.14 km long). It then runs along the east and south sides of Huoqiu County, crosses Chengxi Lake, and continues westward along the south side of G328 through the south of Shidian Town. At Madian Town, it establishes the Madian Interchange to cross the Fuli Railway and the Jiguang Expressway, and reaches the Anhui-Henan provincial boundary to connect with the Gushi to Henan-Anhui Boundary Expressway under construction in Henan. The construction length is 56.692 km (excluding the 4.14 km shared section of the G328 Reconstruction Project Huoqiu Section Chengdong Lake National Highway Bridge). It is a fully interchanged, fully enclosed, dual-carriageway four-lane expressway with a design speed of 120 km/h and a subgrade width of 27 m. The estimated total project investment is 9,017.504 million yuan (including approximately 355.3489 million yuan for the 4.14 km shared section of the G328 Reconstruction Project Huoqiu Section Chengdong Lake National Highway Bridge). The specific project overview shall be subject to the "Project Application Report" for the S20 Changfeng to Gushi Expressway Huoqiu to Anhui-Henan Boundary Section and the "Engineering Feasibility Study Report" for the G328 Huoqiu Section First-Class Highway Reconstruction Project approved by the competent investment authority.
