It was learned from the Regional Development and Reform Commission that in the first quarter, the Tibet Autonomous Region arranged a total of 159 key construction projects, with a planned investment of 21.18 billion yuan. From January to March, 99 key construction projects across the region started or resumed construction, a start/resumption rate of 71.2%, completing an investment of 24 billion yuan, exceeding the target by 2.82 billion yuan, higher than the level of the same period last year, and completing 113.3% of the first-quarter plan. The targets and tasks set in the first-quarter sprint action plan were successfully accomplished, achieving a "good start."
In terms of progress toward targets and tasks, 15 industry sectors among the first-quarter key construction projects—including tourism and culture, green industry, plateau agriculture and animal husbandry and biology, other social undertakings, education, rural infrastructure, and affordable housing projects—all exceeded their first-quarter plans. In terms of completed investment, clean energy projects had the highest total completed investment in the first-quarter investment plan, reaching 10.59 billion yuan, followed by transportation and green industry projects, which completed investments of 5.17 billion yuan and 1.53 billion yuan respectively.
It is understood that this year, the region has arranged 187 key construction projects with a planned investment of 161.8 billion yuan. Since the beginning of the year, departments at all levels across the region have firmly established the concept that "seizing projects means seizing development, and seizing development requires seizing projects," making every effort to advance key project construction, further clarifying responsibilities and refining measures, treating the start as a decisive battle and the outset as a sprint, and achieving remarkable results, laying a solid foundation for the smooth completion of the annual investment task.
It is learned that next, the development and reform departments of the Tibet Autonomous Region will promptly adjust and improve the project construction plan, formulate and issue the second-quarter action plan for key project construction across the region, actively coordinate with relevant departments and prefectures (cities) and counties (districts), clearly specify the time nodes and depth requirements for advancing preliminary project work, strive for this year's central government investment plan to be issued and in place early, work backward from deadlines and fight according to the chart, refine tasks and clarify nodes, strengthen responsibilities and vigorously pursue progress, and continue to deepen the scheduling of key projects and major projects under contracted responsibility across the region, so as to form more physical work volume as soon as possible.
