On April 26, China Railway 14th Bureau Group signed a strategic cooperation agreement with the Luzhou Municipal People's Government and CAUPD (Beijing) Planning & Design Co., Ltd. (hereinafter referred to as "CAUPD Beijing Company"). Yang Baojun, Chief Economist of the Ministry of Housing and Urban-Rural Development; He Hongbo, Deputy Secretary of the Luzhou Municipal Party Committee; Zhou Changjin, General Manager and Deputy Secretary of the Party Committee of China Railway 14th Bureau Group; and Liu Jihua, Deputy Chief Planner of CAUPD and Executive Director and General Manager of CAUPD Beijing Company, attended the signing ceremony.

At the signing ceremony, Zhou Changjin expressed gratitude to the Luzhou Municipal Party Committee, the Luzhou Municipal Government, and CAUPD Beijing Company for their long-term support and trust in China Railway 14th Bureau Group, and introduced the company's overview, development advantages, and future plans. Zhou Changjin stated that Luzhou has an excellent business environment and is a hot spot for investment and development, while CAUPD Beijing Company is strong in capability and has made tremendous contributions to the development of urban and rural planning. At present, China Railway 14th Bureau Group is accelerating reform and transformation, comprehensively promoting scientific and technological innovation, vigorously developing strategic emerging industries and future industries, and accelerating the cultivation of new quality productive forces. In the next step, the company will fully leverage the advantages of its five major alliances—planning and design, industrial introduction, investment and financing, real estate development, and engineering construction—to cooperate fully with CAUPD Beijing Company, deeply participate in Luzhou's "One Body, Two Wings" distinctive development strategy, enhance the city's capacity and core competitiveness, and contribute to Luzhou's high-quality development.

Liu Jihua, Jin Disheng, Vice Mayor of Luzhou, and Wang Weimin, a leader of China Railway 14th Bureau Group, signed the agreement on behalf of the three parties respectively. After the ceremony, the three parties jointly visited and conducted research in relevant local industrial parks.
