Focusing on areas such as innovation-driven development, industrial development, "Two New and One Heavy" (new infrastructure, new urbanization, and major transportation/water conservancy projects), and livelihood security, 350 major projects have been organized. At key project construction sites in Xi'an, builders are racing against schedules, breaking through bottlenecks, boosting morale, and striving for the top, going all out to accelerate and improve the quality, and increase the volume and efficiency, of key project construction.

　　The municipal-level key project, the Shaanxi Tianjing Intelligent Technology Industrial Park, is an important carrier platform for high-tech industries and high-end enterprises. In the morning, the reporter saw at the project construction site that the first phase's five high-standard office buildings and standard factory buildings, which were the first to be built, have basically been completed. Workers are carrying out project finishing work, landscaping construction, and interior decoration. It is understood that the Shaanxi Tianjing Intelligent Technology Industrial Park covers an area of about 63 mu, with a total construction area of about 120,000 square meters and a total investment of about 600 million yuan. The park contains 11 individual buildings, including standard factory buildings, office buildings, dormitories, and living support facilities. By focusing on the two major fields of intelligent terminals and technology services, and gathering distinctive business formats such as R&D and design, inspection and testing, and quality certification into an integrated whole, the industrial park will use technology services as an important engine to create a window and cluster area for the development of the intelligent terminal industry. It will soon introduce target enterprises in light manufacturing, technology R&D, inspection and testing, automotive electronics, smart home, and other fields. At the same time, the second phase of the project has also fully begun rebar tying and formwork construction. After the project is completed and put into operation, it is expected to introduce more than 50 enterprises, which will play an important role in promoting the development of the technology industrial park and the high-quality development of regional industry.

　　The Hubeizhuang 110 kV power transmission and transformation project is a key project created under Xi'an's power grid攻坚 (critical challenges) initiative. In the morning, the reporter saw at the site that the main structure construction of the project has basically been completed. Staff are carrying out the finishing work of closing up the project edges. Inside the substation, Xi'an Mingzhu Electric Power construction personnel are installing the 110 kV transformer and small resistance complete sets of equipment. The overall progress of the project has exceeded 80%, and it is scheduled to be completed and put into operation by the end of June. Since the start of construction, the project team has maintained the determination to "fight from the moment work begins and sprint from the starting line," completing all construction tasks with high quality.

　　In 2024, Xi'an will persist in taking the pursuit of high-quality projects as an important measure to consolidate the "long-term foundation" and "future foundation." With the general tone of "stabilizing the total volume, adjusting the structure, filling shortcomings, increasing efficiency, and preventing risks," and focusing on areas such as innovation-driven development, industrial development, "Two New and One Heavy," green and low-carbon development, urban construction, and livelihood security, the city will organize 350 major projects and include them in municipal key construction project management, with a total investment of 1.71 trillion yuan and an annual planned investment of 233.775 billion yuan. Xi'an takes the high-quality development of the manufacturing industry as its main direction. Among the 253 industrial projects, 162 are manufacturing projects, with an annual planned investment of 44.17 billion yuan, accounting for 56.8% of the planned investment in industrial projects. The city will fully leverage the role of the special task force for the "Year of High-Quality Project Promotion," follow the approach of "municipal overall coordination, departmental linkage, tiered responsibility, and planned management," and establish work ledgers for commencement, procedures, database entry, and progress. By using an informatized management platform, it will achieve real-time status updates, intelligent monitoring and early warning, and collaborative problem handling, effectively forming an "online + offline" overall coordination and scheduling mechanism for projects and jointly promoting the smooth implementation of projects. Going all out to ensure that a batch of key projects are put into operation and reach design capacity on schedule and release production capacity, Xi'an will further build the ideological consensus that "seizing projects means seizing development, and to pursue development one must seize projects."
