Nanjing currently implements "limited daytime opening" for muck (construction waste) transport at 35 construction sites, which places higher demands on muck transport management. Yesterday, a reporter learned at the construction site of Metro Line 9 in Xuanwu District that urban management law enforcement officers not only conduct 24-hour monitoring of muck transport vehicles' loading, washing, and departure through video surveillance, and query transport routes via vehicle-mounted GPS positioning, but also inspect the overall construction status of the site using drone equipment.

　　The Cao Hou Cun Depot project of Metro Line 9 still has some works at the earth-excavation stage. At around 9 a.m. yesterday, six or seven muck trucks were loading muck at the excavation site, preparing for outward transport. The last step before these vehicles set off was careful washing at the washing platform set up at the main gate of the site. When urban management officers checked whether the vehicles had been washed properly, they also randomly inspected vehicle approval documents, vehicle conditions, and whether the vehicle GPS positioning systems were functioning normally. "To prevent illegal dumping, we check the GPS of every transport vehicle as thoroughly as possible, and keep detailed track of whether vehicles reach the disposal site along the prescribed routes," law enforcement officers told the reporter on site.

　　"Daytime muck truck transport accelerates construction progress and improves vehicle turnover for engineering projects; for drivers, daytime visibility is clearer, reducing fatigue, which is conducive to safe transport and fewer traffic accidents. However, daytime transport also brings disadvantages such as increased management difficulty and greater cleaning challenges. Once spillage, dripping, or road pollution occurs, it will adversely affect residents' travel and daily life. To this end, Xuanwu District has taken targeted measures focusing on comprehensive on-site inspections, supplemented by vehicle-mounted GPS positioning, to achieve a combination of refined management and intelligent monitoring," introduced Yu Geng, deputy squadron leader of the Muck Squadron of the Xuanwu District Urban Management Comprehensive Administrative Law Enforcement Brigade. Regarding the "route difficulty" faced by daytime transport, the district has repeatedly invited relevant personnel from the Municipal Muck Disposal Guidance Center to provide on-site guidance, coordinated approval of daytime transport routes at the municipal level, and provided on-site guidance on site monitoring installation and vehicle washing. Since daytime road cleaning differs from nighttime, the district has proactively coordinated cleaning companies for excavation sites, formulated cleaning and washing plans, and increased sprinkler truck cleaning operations during the lunch break and staggered peak hours.

　　Liu Yuancheng, chief of the Comprehensive Coordination Section of the Municipal Muck Disposal Guidance Center, introduced that in order to accelerate major municipal projects and important livelihood projects, in recent years Nanjing's traffic management, housing and urban-rural development, environmental protection, urban management, and other departments have worked together to implement the "limited daytime opening" of muck transport. Sites that pass strict approval can transport muck outward from 10:00 to 16:00 every day. Currently, including the Cao Hou Cun Depot project of Metro Line 9, a total of 35 construction sites enjoy this "convenience," and a cumulative total of 1,179 muck transport vehicles have obtained permits for daytime outward muck transport. To further standardize and manage muck transport across the city, starting March 1 this year, Nanjing's traffic management, transport, urban management, housing and urban-rural development, and other departments jointly launched a special rectification campaign for muck transport, conducting more than 300 joint inspections, checking over 17,000 muck transport vehicles, and impounding 77 unqualified vehicles and 258 vehicles in violation of regulations.
