The Beijing Municipal Science and Technology Commission, the Zhongguancun Administrative Committee, and the Beijing Municipal Education Commission recently jointly issued the "Setting Standards for Off-campus Science and Technology Training Institutions in Beijing (Trial)" (hereinafter referred to as the "Setting Standards"), which regulate the setting conditions for science and technology off-campus training institutions registered in the city—mainly including three types of institutions: robotics, programming, and scientific experiments—and put forward specific requirements regarding their registered capital, training venues, Party building work, safety management, training content, personnel qualifications, and charging standards. It is clearly stipulated that science and technology off-campus training institutions may not offer academic subject training content, must follow "one address, one license," and their training hours may not conflict with the teaching hours of primary and secondary schools.

Children's training institutions may not be set up in residential homes or high-rise buildings

According to the "Setting Standards," science and technology off-campus training institutions implement "one address, one license"; the registered address shall be the same as the training venue, and "one address" may only be used to apply for "one license." Without approval from the registration authority, the registered address may not be changed without authorization. The name of an institution shall reflect the characteristics of science and technology off-campus training, may not contain ambiguous or misleading words, and the name used externally shall be consistent with the approved name; the institution shall have stable funding guarantees appropriate to the training business it conducts, and its registered capital shall match factors such as its regional location, venue area, training type, and scale level.

In terms of venue standards, science and technology off-campus training institutions shall have training venues appropriate to their training type, training content, and training scale. The property rights of the training venue shall be clear, with property ownership certificates or lease contracts (agreements); where a leased venue is used for establishment, the entity signing the lease contract (agreement) shall be consistent with the service entity providing the training, and the lease term shall be no less than 1 year. The building area of the training venue shall be no less than 100 square meters, and the building area of training rooms per student during the same training session shall be no less than 3 square meters. For training venues whose trainees include children aged 12 and under, they may not be set up in residential housing, semi-basements, basements, or floors at or above the fourth floor above ground. In addition, the safety management of the training venue and conditions such as environmental protection and hygiene shall comply with relevant laws, regulations, and policy requirements.

Training shall end no later than 8:30 p.m.

In terms of practitioner management, the "Setting Standards" stipulate that practitioners in science and technology off-campus training shall meet relevant legal and regulatory requirements, and the employment of foreign staff shall comply with relevant national provisions. Teaching and research personnel shall have good moral character and corresponding training capabilities, have no criminal record, follow the characteristics of students' physical and mental development and the laws of education, abide by the Constitution and laws, and may not harm national interests or public interests. They shall hold corresponding categories of vocational (professional) ability certificates or corresponding teacher qualification certificates. Training institutions shall lawfully sign employment contracts, labor contracts, or labor service agreements with the personnel they employ.

In terms of training content, science and technology off-campus training shall set training content according to the training type and have complete teaching plans or programs. Different types' characteristics shall be considered, the laws of physical and mental development of students or children of different age groups shall be followed, and training outlines and training plans corresponding to their training type and training targets shall be scientifically formulated. The "Setting Standards" emphasize that science and technology off-campus training institutions may not offer academic subject training content. Training hours may not conflict with the teaching hours of primary and secondary schools, and training shall end no later than 8:30 p.m.

The charging period may not exceed 3 months

In terms of charging, the "Setting Standards" require that fees charged by training institutions shall comply with relevant provisions such as the "Opinions of the Ministry of Education and Thirteen Other Departments on Regulating Off-campus Non-academic Subject Training for Primary and Secondary School Students" (Jiao Jian Guan [2022] No. 4) and the "Regulations of Beijing Municipality on the Administration of Single-purpose Prepaid Cards." Where fees are charged by period, fees covering a time span of more than 3 months may not be collected in a lump sum or in disguised form, and may not exceed 5,000 yuan; where fees are charged by class hour, fees for more than 60 class hours may not be collected in a lump sum or in disguised form, and may not exceed 5,000 yuan.
