Pre-qualification Announcement for Construction Lump-sum Contracting Tender of Station Front and Related Works (Excluding the Early-Start Section) of the Newly Built Nantong-Ningbo High-Speed Railway (in lieu of Tender Announcement)

I. Project Overview

Construction location:Within the territory from Nantong City to Suzhou City of Jiangsu Province and from Jiaxing City to Ningbo City of Zhejiang Province.

Construction scale:The newly built Nantong-Ningbo High-Speed Railway starts from Nantong West Station of the Yancheng-Nantong High-Speed Railway, passes through Zhangjiagang City, Changshu City, Suzhou City of Jiangsu Province and Jiaxing City, Ningbo City of Zhejiang Province, and terminates at Ningbo Station of the Ningbo hub. The total length of the line is approximately 309.8 km, of which 300.7 km is newly built and 9.1 km utilizes existing lines, with 10 stations. One new double-track railway bridge crossing Hangzhou Bay will be built. Simultaneously, the Shanghai-Kunming yard connecting line at Jiaxing South Station, the uplink connecting line between this line and the Xiaoyong Line, the Suzhou North EMU operation depot and yard will be constructed, the Ningbo EMU operation depot will be expanded, and land for the Jiaxing South EMU storage yard will be reserved.

Technical standards:Railway grade: high-speed railway; number of main tracks: double track; design speed: 350 km/h; maximum gradient: 20‰ in general sections (25‰ in difficult sections); minimum curve radius: 7000 m in general sections (5500 m in difficult sections); effective length of arrival-departure tracks: 650 m; traction type: electric; train operation control mode: CTCS-3 train control system; dispatching and command mode: centralized dispatching; other technical standards shall comply with the Code for Design of High Speed Railway (TB10621-2014).

1. Jiangsu Province section:

① YTDK160+000～YTDK191+300, line length 31.286 km.

② YTDK195+083～YTDK198+550=DK000～DK30+712, line length 34.179 km.

2. Zhejiang Province section:

① DK98+432～DK174+794, line length 75.401 km.

② DK217+410～DK271+905, line length 54.966 km.

③ Suzhou-Hangzhou connecting line GSHLDK0+000～GSHLDK5+033, GSHLYDK0+000～GSHLYDK5+029, line length 10.053 km.

④ Shanghai-Ningbo connecting line GHYLDK0+950～GHYLDK7+445, GHYLYDK0+950～GHYLYDK7+603, line length 13.148 km.

⑤ Jiaxing South storage yard synchronous implementation works, line length 0.326 km.

⑥ Xiaoyong uplink connecting line works XYLYDK0+000～XYLYDK1+314, line length 1.314 km.

⑦ Planned Ningbo-Taizhou-Wenzhou High-Speed Railway synchronous implementation works YTWDK254+750～YTWDK255+924, line length 1.174 km.

Section division: This tender is planned to be divided into 7 sections, numbered TYZQ-5 to TYZQ-11.

Planned construction period: The planned construction period for sections TYZQ-5 to TYZQ-11 of the station front and related works is 1273 calendar days (including joint commissioning, testing and trial operation), with a planned commencement date of June 2024 and a planned completion date of December 2027.

II. Acquisition of Pre-qualification Documents

Applicants are requested to, from April 28, 2024 to May 2, 2024, between 9:00 and 11:00 in the morning and between 14:00 and 17:00 in the afternoon each day (Beijing time, the same below), at Room 1507, Xinlixiang Building, No. 1500 Zhongxing Road, Jing'an District, Shanghai, present color copies of the business license and enterprise qualification certificate, a letter of introduction from the unit, and personal ID card (color copy, stamped with the unit's official seal, with contact number and email address noted, original available for verification) to obtain the pre-qualification documents free of charge.

III. Submission of Pre-qualification Application Documents

The time for submission of pre-qualification application documents is from 8:30 on May 8, 2024 to 10:00 on May 8, 2024, with the deadline at 10:00 on May 8, 2024, at Bid Opening Room 205 of the Shanghai Public Resources Trading Center (Address: Building 1, No. 689 Yunling East Road, Putuo District, Shanghai).
