　　The county issued the "Zhongfang County Investment Promotion Commitment System," making public commitments on matters such as government services, policy implementation, and clean governance. It issued the "Several Incentive Measures for Promoting the High-Quality Development of Private Enterprises" and the "Several Provisions of Zhongfang County on Actively Promoting Investment Promotion," making solemn commitments in areas such as land support, investment rewards and subsidies, and economic contribution rewards to encourage project construction. It issued the "Twelve Measures of Zhongfang County for Continuously Optimizing the Business Environment," systematically advancing and comprehensively applying policies in 12 areas, including accelerating "quick access to policies," facilitating "low-cost financing," and smoothing "code-based supervision with immediate handling," so as to optimize the project environment. It issued the "Interim Measures for the Management of the 'Entrepreneur Green Card' of Zhongfang County," issuing the first batch of 15 "Entrepreneur Green Cards"; holders of the green cards can enjoy preferential policies within the jurisdiction of Zhongfang County in areas such as their children's school enrollment, medical treatment, and government services.

　　At the same time, the county has fully implemented the "Four Immediates" reform of administrative approval, applying to industrial projects such measures as "pre-review with tolerance for missing materials," "credit commitment," and "extended-time processing" to improve service levels, accelerate approval processing speed, and achieve "start construction upon land acquisition" and "start work upon commitment." It has implemented the "Six Ones" assistance mechanism and the "Six Guarantees" responsibility system, formulating a timetable and drawing a roadmap for each key project one by one, and decomposing and implementing responsibilities at each stage level by level. The Standing Committee of the CPC County Committee and the Executive Meeting of the County Government schedule key project construction at least once a month, giving priority support in areas such as planning and layout, project approval, project land use, and project funding. In addition, it strictly implements contract agreements and honors preferential policies such as investment rewards and subsidies, effectively promoting the construction of key projects.

　　In the first quarter of this year, all 15 provincial and municipal key projects implemented in the county in 2024 started construction, with a start-up rate of 100%; investment completed was 668 million yuan, accounting for 30.23% of the annual plan, exceeding the scheduled progress by 5.23%.
