First, strengthening the construction of the "approval system." We promote online approval services, guided by the goal of enabling enterprises and the public to "get one thing done," focus on project approval, strengthen inter-departmental business coordination and information sharing, simplify procedures, optimize service processes, and accelerate the realization of "one list for notification, one form for application, one standard for acceptance, and one platform for circulation," providing enterprises and the public with "package-style" integrated services. Since the beginning of this year, 280 cases have been successfully approved through the engineering construction approval system, and more than 260 electronic license signatures and seals have been applied.

Second, providing "assisted handling and agency" services. We strictly implement the first-inquiry responsibility system and the one-time notification system, connect with and serve all key construction projects in the county and major investment promotion projects of the county, proactively contact key projects, and actively provide transparent services. Adopting a dynamic model of "research visits, full-process follow-up, real-time feedback, and immediate resolution," we proactively communicate with enterprises to resolve the problems and difficulties they face, and provide free guidance on various approval matters. Since the beginning of this year, assisted-handling and agency personnel have provided relevant business consultation and guidance 14 times, made a total of 8 on-site visits, and helped coordinate and resolve 4 approval problems of various projects, earning a good reputation among enterprises.

Third, implementing the "acceptance with tolerance of missing materials" mechanism. We further improve and implement the "handling with tolerance of missing materials" service mechanism, open a "notification and commitment system" application channel in the engineering construction approval system, and for administrative approval matters that have basic conditions, complete main application materials, and meet statutory conditions, but lack secondary conditions or procedures that do not affect review, acceptance and review shall be carried out first after the applicant makes a commitment, and the construction unit shall submit performance materials through the engineering approval system within the commitment period. Since the "notification and commitment system" module of the engineering reform system was launched, a total of 38 commitment-based approvals of various types for engineering construction projects have been handled, reducing approval time by an average of more than 50 percent. Approval speed has been effectively accelerated, helping projects land, start construction, and go into production earlier, and strengthening important support for the high-quality social and economic development of Nanling County.
