Fujian Province adhered to a problem-oriented approach, focusing on issues reported by enterprises and the public, such as insufficient data sharing in the approval of engineering construction projects and inconvenient archive storage and retrieval. It selected Putian City as a pilot to actively explore "paperless" approval throughout the entire process of engineering construction projects, from project initiation to completion acceptance. Since the pilot was launched, the city has approved more than 1,600 projects under construction through the Engineering Construction Project Approval Management System (hereinafter referred to as the Engineering Approval System). Material costs alone have saved enterprises about 20 million yuan, and enterprises and the public have made more than 10,000 fewer trips. The pilot has achieved positive results.

1. Connecting approval stages to build an "integrated" system platform. Centering on the "whole-process, full-coverage" goal of the reform of the engineering construction project approval system, and aiming for "horizontal reach to all sides, vertical reach to the bottom," "one-network integration, and whole-process supervision," the Engineering Approval System has been upgraded and improved, data interconnection has been strengthened, and service convenience has been enhanced. First, promote online "one-window processing." Department by department and matter by matter, the type, application materials, and approval relevance of each government service matter were sorted out and analyzed. A total of 69 approval service matters from 16 departments (units), as well as related filing, evaluation and review, intermediary services, and municipal public utility services, were all incorporated into the Engineering Approval System under a unified application portal, achieving "one-window acceptance" covering the entire process from project planning to project implementation. Second, promote "one-network" data connectivity. The Engineering Approval System was connected with 24 existing provincial and municipal business systems, including the provincial government service real-name authentication system, to promote seamless business circulation and coordination, simultaneously obtain data such as project approval licenses, approval documents, and intermediary results, realize cross-departmental and cross-level data sharing and business system interconnection, and comprehensively solve the problem of "multiple operations and repeated entry" on both the enterprise application side and the departmental approval side. Third, create "one-map" supervision. Focusing on promoting preliminary work and promoting project commencement, the system's tracking and supervision functions were strengthened. Special links such as approval matters, intermediary services, expert review, and on-site verification were included in the Engineering Approval System's timing management. Through analysis and scheduling based on four factors—average commencement duration, number of projects not commenced after expiration, average approval duration, and average span duration—the staged resource data of project approval was promoted to be "uploaded to the cloud and displayed on the map," enabling real-time monitoring of approval data and eliminating off-system circulation. Information warnings and light-up reminders were set for cases approaching or exceeding deadlines, and more than 260 reminders were issued, effectively improving the on-time completion rate.

2. Integrating online and offline channels to implement "paperless" approval circulation. Relying on information technology and guided by being "practical, effective, and easy to use," an online-offline integrated service model was implemented to achieve "paperless" convenient application and efficient circulation throughout the entire process. First, implement online review of design plans. Links such as plan review related to construction project planning permits, administrative approval, and planning information database construction were connected. "Online" machine review was used to assist "offline" human review, and the "file bag signature" technology was innovatively applied by encapsulating CAD-format design documents into PDF file bags. By signing the PDF file bags, the validity issue of electronic signatures for CAD files was solved, achieving paperless handling of construction project planning permits. Second, implement intelligent sharing of materials. The function of imperceptible retrieval of trusted files was optimized. Relevant electronic licenses and electronic documents were automatically associated and matched from six electronic file libraries: the provincial electronic license library, provincial intermediary supermarket, provincial aggregation and sharing platform, provincial engineering construction project approval thematic library, municipal electronic license library, and municipal trusted file library. The "segmented transmission" technology was used to solve problems such as slow upload and long waiting times for large engineering drawings. Construction permit applications directly associate information such as construction drawing design document review qualification certificates and construction contracts, and all approval results are issued as electronic licenses, achieving "instant application, instant approval, instant certificate acquisition." Third, implement electronic file archiving. Relying on the Engineering Approval System and connecting with the urban construction archive management system, an electronic archive library for project approval was established. Project information, application materials, approval results, and approval circulation records throughout the approval process were uniformly packaged, encapsulated, and encrypted to ensure that electronic archives have reliable sources, standardized procedures, and compliant elements, effectively preventing information loss and tampering. Up to now, electronic archive libraries have been established by category for 1,047 projects, and archived files can be consulted and reused online at any time.

3. Focusing on three ends to optimize "full-cycle" process services. Taking enterprise service themes and approval processes as the axis, and centering on the departmental approval end, enterprise end, and supervision end, whole-process services and whole-process supervision were strengthened to further enhance full-life-cycle management of engineering construction projects. First, implement intelligent application for high-frequency matters on the enterprise end. Intelligent scenario-based guidance was implemented. Based on project characteristic information, exclusive "flow charts" for housing construction, municipal engineering, transportation, water conservancy, and other project types were generated according to project type to assist enterprises in convenient online application. The "help group" upfront service mechanism was embedded as a supplement to intelligent guidance. For individual matters where it cannot be accurately determined whether handling is required, relevant information is pushed to the approval department for online confirmation. Second, implement coordinated handling of multiple matters on the departmental end. Breaking down departmental boundaries, on the basis of parallel approval in the four stages of the project main process, more approval matters were further promoted for parallel handling. The "multiple certificates issued simultaneously" reform was piloted, implementing parallel application, coordinated handling, and simultaneous certificate issuance for industrial projects' land transfer contracts, construction land planning permits, real estate ownership certificates (land certificates), construction project planning permits, and construction permits. Third, implement closed-loop management of approval-supervision linkage on the supervision end. Approval and supervision linkage was strengthened. Through project codes and other means, materials from the entire approval process were linked to form "one project, one archive" electronic categorized collection, achieving closed-loop management throughout project initiation, planning, construction, and completion. Approval-supervision information linkage was strengthened. After approval departments handle approval matters, information such as application materials and approval results is promptly pushed in real time to regulatory departments associated with the matters, effectively improving post-event verification and industry supervision efficiency.
