A few days ago, the General Office of the National Development and Reform Commission issued a notice, releasing the ** batch of the list of green and low-carbon advanced technology demonstration projects.

　　The notice pointed out that, in order to implement the decisions and arrangements of the Party Central Committee and the State Council, accelerate the demonstration application and promotion of green and low-carbon advanced technologies, and in accordance with the work deployment of the Implementation Plan for the Green and Low-Carbon Advanced Technology Demonstration Project, the National Development and Reform Commission, together with the Ministry of Science and Technology, the Ministry of Housing and Urban-Rural Development and other relevant departments, organized and carried out the application and selection work for the ** batch of green and low-carbon advanced technology demonstration projects. Through selection and review procedures including project unit application, local review and recommendation, third-party institution evaluation, departmental and local re-examination, and public solicitation of opinions, the ** batch of demonstration project list was determined.

　　The notice requires strengthening the guarantee of project elements. Relevant regions and departments shall guide project units to solidly carry out work such as land use approval, planning permission, energy conservation review, and environmental impact assessment, guide financial institutions to increase financing support, and encourage social capital to participate in the construction of demonstration projects in various forms. The National Development and Reform Commission will coordinate the use of existing central budgetary investment channels to actively support the construction of eligible demonstration projects. All regions shall actively support eligible projects through budgetary investment and other fiscal funding channels.

　　Full-process supervision and management shall be strengthened. The development and reform commissions of all regions shall continuously track and schedule project progress, strengthen work coordination, and ensure that the construction of demonstration projects achieves practical results. The National Development and Reform Commission will, together with relevant departments, strengthen supervision of demonstration projects and organize effectiveness evaluations in due course. For projects with outstanding demonstration effects, the National Development and Reform Commission will, together with relevant departments, strengthen publicity and promotion. For projects with slow construction progress and results falling short of expectations, the development and reform commissions of all regions shall strengthen supervision, guidance and assistance; those that still fail to meet requirements after rectification shall be adjusted out of the list.

　　Solid work shall be done on the reserve of follow-up projects. The development and reform commissions of all regions shall, together with relevant departments in their regions, establish a reserve pool of green and low-carbon advanced technology projects, proactively connect with relevant enterprises, universities and research institutions in the green and low-carbon field, investigate the reserve situation of advanced and applicable technologies, and continuously update reserve projects, so as to lay a solid foundation for the follow-up work of the green and low-carbon advanced technology demonstration project.
