The Ministry of Housing and Urban-Rural Development recently issued a notice deciding to launch a three-year action for fundamental safety production improvement in housing and municipal engineering (hereinafter referred to as the "Fundamental Improvement Action"), focusing on six aspects: the pre-prevention mechanism for construction safety, the digital supervision system for construction safety, the effective linkage mechanism between market and on-site supervision, the capacity for safety production supervision and law enforcement, the intrinsic safety level of enterprises, and the development of a safety production culture—shoring up shortcomings and strengthening weaknesses, pushing the safety production level of housing and municipal engineering to a new stage, effectively improving the quality of risk and hazard investigation and rectification, effectively enhancing the strong will and capacity to identify and solve problems, effectively reducing the total number of accidents, resolutely curbing the occurrence of major and especially major accidents, and ensuring that the safety production situation continues to be stable and improving.
The notice specifies that by the end of 2024, the stock of major accident hazards identified in investigations in 2023 and earlier should be basically eliminated, striving to achieve a "double decline" in production safety accidents; by the end of 2025, the increment of major accident hazards should be effectively curbed, and relatively major and above accidents should be effectively contained; by the end of 2026, a normalized mechanism for the dynamic clearing of major accident hazards should be formed, and the total number and relative indicators of production safety accidents should decrease significantly.
The notice requires establishing a hazard investigation and responsibility tracing mechanism. Conduct "enterprise by enterprise, project by project, equipment by equipment" inspections of housing and municipal engineering under construction, complete at least two rounds of full-coverage hazard investigations each year, assign responsibility for investigation and rectification to specific individuals, and for those who fail to carry out investigations or fail to promptly rectify major accident hazards identified, refer to accident investigation and handling procedures, identify the root causes of the problems, and seriously pursue accountability in accordance with laws and regulations. By the end of 2025, a sound hazard investigation and responsibility tracing mechanism should be established.
At the same time, promote the dynamic clearing of major accident hazards. Include each major accident hazard identified in inspections item by item in the national database of major accident hazards in housing and municipal engineering. The Ministry of Housing and Urban-Rural Development will rely on big data analysis technology to guide localities in promptly assessing frequently occurring hazards and common problems, carry out special investigations, achieve "precision defusing," and realize closed-loop management of hazard investigation, rectification, supervision, and case closure. By the end of 2024, complete the national database of major accident hazards in housing and municipal engineering with specific rectification measures and visualized effects; by the end of 2026, basically achieve the dynamic clearing of major accident hazards.
The notice proposes improving the safety control level of hazardous sub-projects. Gradually establish a national database of hazardous sub-project lists, construction scheme demonstration experts, and demonstration conclusions, to achieve standardized business processes and visualization of key links in hazardous sub-project control. Strengthen the demonstration of special construction schemes for hazardous sub-projects, standardize the conduct of experts throughout the entire process—from expert selection, expert demonstration, interim and post-event inspection, to credit management—compact demonstration responsibilities, improve the quality of special construction schemes, and enhance the safety control level of hazardous sub-projects from the source. By the end of 2025, complete a full-process information database covering all hazardous sub-projects nationwide.
Strengthen digital empowerment of construction sites. Promote the application of the mini-program and service account of the national engineering quality and safety supervision information platform, realize certificate holders' QR code display and facial recognition verification, and enable supervisory personnel to conduct mobile law enforcement and dynamic supervision. Build a digital early-warning system for construction safety in housing and municipal engineering, achieving full coverage and timely, precise push of early-warning information such as extreme weather, production safety accidents, and license status. Formulate technical standards and evaluation standards for smart safety construction sites, and achieve standardization of construction site safety supervision business processes, visualization of safety conditions, and structuring of key data. By the end of 2026, initially complete the national digital early-warning system for construction safety of housing and municipal engineering under construction.
Severely crack down on illegal and non-compliant market conduct. Strictly investigate problems such as construction units failing to tender when required, dismembering contracts for发包, starting construction without obtaining a construction permit in accordance with the law, and arbitrarily compressing reasonable construction periods and costs. Severely crack down on illegal acts such as lending qualifications, bid rigging, subcontracting, illegal subcontracting, and undertaking projects beyond qualification or without qualification, and continuously optimize the construction market environment.
The notice specifies adhering to strict supervision and heavy penalties. In accordance with the "four don't let go" principle, closely follow the investigation and handling of every accident, improve the full-chain digital closed-loop management mechanism for reporting, investigating, publicizing, and penalizing production safety accidents, resolutely reverse the phenomenon of lax, lenient, soft, and nominal law enforcement, seriously investigate and deal with units and individuals that delay reporting, omit reporting, falsely report, or conceal accidents, and conduct interviews, notifications, and挂牌 supervision over regions where accidents have occurred but no investigation, no punishment in accordance with the law, or even "zero punishment" exists. By the end of 2024, complete the national "exposure platform" for production safety accidents in housing and municipal engineering.
The notice emphasizes that the Ministry of Housing and Urban-Rural Development will carry out national supervisory inspections every year, schedule the progress of the Fundamental Improvement Action quarterly, and report to the provincial-level work safety committees monthly on prominent problems existing in the Fundamental Improvement Action and the situation of production safety accidents. Localities should, according to the scale of housing and municipal engineering under construction, strengthen the construction of construction safety supervision teams, equip construction safety supervisors in accordance with regulations, regularly carry out hierarchical supervisory inspections, and conduct interviews, notifications, and exposure for regions with ineffective work and frequent accidents.
Localities should fully summarize the work experience of the Fundamental Improvement Action, deeply analyze the shortcomings and weaknesses in the work, comprehensively use information technologies such as big data analysis, artificial intelligence, and visual recognition, innovate the application of digital supervision methods, carry out comprehensive risk assessments in light of regional characteristics, seasonal characteristics, construction characteristics, and enterprise management levels, increase supervision in key areas and high-risk links, and promote the transformation of safety supervision toward pre-prevention.
