This year marks the 75th anniversary of the founding of the People's Republic of China and is a crucial year for implementing the "14th Five-Year Plan." In his important speech at the Third Plenary Session of the 20th Central Commission for Discipline Inspection, General Secretary Xi Jinping profoundly expounded the important thought on the Party's self-revolution, scientifically answered the three major questions concerning the Party's self-revolution, and clearly put forward the practical requirements of the "nine withs" for advancing self-revolution, providing fundamental guidance for unswervingly advancing full and rigorous Party self-governance, Party conduct and clean government building, and the fight against corruption on the new journey of the new era.
The newly revised "Disciplinary Regulations of the Communist Party of China" (hereinafter referred to as the "Regulations") further tightens political discipline and political rules, and, by tightening political discipline, drives all disciplines to be comprehensively strict, providing a strong disciplinary guarantee for comprehensively advancing the building of a strong country and the great cause of national rejuvenation through a Chinese path to modernization. Government offices administration departments are important working departments that serve the center, safeguard the overall situation, and advance the building of resource-conserving organs; they are a key area for advancing full and rigorous Party self-governance. We must thoroughly study and implement the spirit of the Third Plenary Session of the 20th Central Commission for Discipline Inspection, earnestly grasp the study, implementation, and execution of the "Regulations," and place stressing politics, strict rules, clear discipline, and holding the bottom line in a more prominent position.
The duty requirement of the Government Offices Service Center is to "serve the overall situation and serve the organs." On the one hand, we directly serve the overall situation of housing and urban-rural development work and the Ministry's organs, with the core of our work being safeguarding; on the other hand, as we manage money, materials, and assets, we must always take integrity as the foundation and self-discipline as the pillar, and more consciously and strictly act in accordance with systems and rules. Everyone should earnestly study the "Regulations," and in particular focus on the provisions closely related to the Center's duties, such as "allocation and purchase of housing, official transportation management, office housing management, meals for official activities, and canteen management," studying them in their original form, earnestly, and article by article, and actively foster a good atmosphere of learning discipline, understanding discipline, observing discipline, and abiding by discipline.
We must keep firmly in mind the ** formation positioning and the attributes of a political organ, always adhere to placing political development in the first position, put discipline and rules in the forefront, take strengthening asset management as the foundation, take advancing the standardization and normalization of logistics service and support work as the lever, safeguard the safe and efficient operation of the Ministry's organs, and help organ cadres perform their duties with integrity and in compliance with regulations. In light of actual work, the next step will focus on doing the following four aspects of work well:
First, consolidate the political responsibility for full and rigorous Party self-governance. Adopt various methods to deeply study and comprehend General Secretary Xi Jinping's important thought on the Party's self-revolution, earnestly implement the "** agenda" system, and consolidate and expand the results of thematic education; deepen the application of the results of special warning education and self-examination and rectification, strictly implement the measures for regular discipline inspection and supervision, do solid daily clean government supervision, and promptly discover and correct emerging and tendentious problems; solidly advance the building of a clean culture in the new era, have leading cadres take the lead in strengthening family education and family tradition building, actively select and publicize clean and honest models around us, inspire Party members and cadres with lofty ideals and pursuits through both positive and negative education, and cultivate a strong atmosphere in which integrity is honored and corruption is ashamed.
Second, carry out regular discipline education. The Party Committee of the Center will earnestly implement the various task deployments for discipline education, organize Party organizations at all levels and every Party member, cadre, and employee to thoroughly study and implement the spirit of General Secretary Xi Jinping's important speech, the spirit of the Third Plenary Session of the 20th Central Commission for Discipline Inspection, and the "Regulations," resolutely place themselves, their work, and their duties within this framework, effectively enhance the initiative of study and implementation, truly understand what the Party's discipline and rules are, what can be done, and what cannot be done, engrave compliance with discipline and rules in their hearts, and make greater efforts in cultivating "conscious discipline."
Third, implement the important requirement that Party and government organs take the lead in living frugally. Earnestly study and implement the spirit of General Secretary Xi Jinping's important instruction that Party and government organs should habitually live frugally, and, in accordance with the work arrangements of the Ministry's Party Leadership Group, implement specific work measures. Strictly implement the standards for the allocation and use of assets such as office housing and official vehicles, further reduce organ operating costs, further consolidate and deepen the results of building resource-conserving organs, and further refine work measures in areas such as energy conservation in public institutions, combating food waste, and revitalizing and utilizing assets.
Fourth, improve the institutional mechanisms for the Ministry's government offices administration work.
