Government services have never been about "working behind closed doors." So how can enterprises become their own "spokespersons"? In recent years, the Beijing Federation of Industry and Commerce has called on the top 100 private enterprises, enterprise (industry) chambers of commerce, enterprise service agencies, and other entities to jointly form a "Two Members and One Master" team consisting of "social supervisors for business environment optimization (hereinafter referred to as social supervisors), government service experience officers from top 100 enterprises (hereinafter referred to as government affairs experience officers), and policy experience masters." Recently, China News Service interviewed relevant representatives to see how these small "positions" optimize the big business environment.

On December 2, 2020, the Beijing Federation of Industry and Commerce organized social supervisors for the business environment to visit the Municipal Government Service Center.

Social supervisors: Serving as the information "hub" for optimizing the business environment and gathering enterprises' "voices"

"Many high-tech enterprises currently lack channels to obtain cutting-edge scientific research information. University researchers can use CNKI for free, but it is very costly for enterprises to access papers related to intellectual property patents, which hinders scientific and technological innovation within enterprises." To fulfill the duties of a social supervisor, Wang Guojin, vice president of Beijing Times Lingyu Company, whenever he observes such common problems among enterprises, reports his opinions to the Beijing Federation of Industry and Commerce through the enterprise service hotline or written proposals.

In recent years, Times Lingyu Company, using the Solink industrial chain incubator as a platform, has repeatedly organized startups to participate in project demand matchmaking meetings on themes such as the "Supply Chain Management Service Platform Blockchain" and the "Smart Community Charging Pile Renovation Project." At these meetings, those present are not only startup teams and investors; Times Lingyu Company, as a third party that understands both enterprise needs and potential, has acted as the "big brother" to many startups, paying attention to the difficulties they encounter in their operations.

Previously, entrepreneurs who needed to obtain a no-criminal-record certificate had to go in advance to the public security bureau at their place of household registration to submit materials, which could easily delay bidding opportunities. "Our company often encountered such problems, and when attending meetings of some enterprise associations, I found that almost all enterprises had this kind of problem," Wang Guojin said. "Referring to the credit reporting system of the People's Bank of China, we proposed a plan for online processing of no-criminal-record certificates. After repeated discussions among enterprises, the suggestion was reported to the Federation of Industry and Commerce."

At present, the above suggestion has been adopted. Through coordination by the Beijing Federation of Industry and Commerce, functions such as "issuing a certification letter - applying for a no-criminal-record certificate" have been launched on the Beijing Municipal Public Security Bureau's "Safe Beijing" system, realizing full online processing of related business and saving enterprises substantial manpower and material costs.

After Wang Guojin became a social supervisor, Times Lingyu Company's discovery of enterprise demands shifted from "spontaneous" to "conscious." "When organizing activities for enterprises under the incubator, we proactively inform participating enterprises of the supervisor identity so that they know there is such a channel to report problems upward. Once problems are resolved, more and more enterprises will be willing to speak through us, creating a virtuous cycle," Wang Guojin said.

Through the 12345 enterprise service hotline, the suggestions, hot-topic consultations, and enterprise demands of Beijing's social supervisors can receive regular feedback. By the end of 2023, the "12345 hotline" had received a total of 412 calls from business environment supervisors, of which 224 were directly answered by dedicated enterprise seats and 188 were handled and completed by the responsible departments.

Government affairs experience officers: Feeling the government affairs environment through "full scenarios" and reducing "stumbling blocks" in enterprise operations

From LCD screens used in work meetings to the "world's largest floor screen" at the opening ceremony of the Beijing Winter Olympics... in recent years, LED products produced by Leyard Group have been widely used. But a few years ago, how to achieve traceability of LED products through digital means had always been a major obstacle preventing the group from improving product efficiency and reducing costs and from entering overseas markets. "If products are exported overseas and the enterprise cannot conduct traceability, then the cost of repair and maintenance will be very high," said Luo Mi, vice president of public affairs at Leyard Optoelectronic Co., Ltd.

For an enterprise to achieve digital product traceability, it needs to process data from various links such as procurement, production, factory delivery, and sales. For a group like Leyard with a huge volume of data, building such a system urgently requires support from relevant departments and digital technology companies. As a Beijing government affairs experience officer, Luo Mi reported the above needs to the Beijing Federation of Industry and Commerce. "After the opinion was raised, the Beijing Municipal Bureau of Economy and Information Technology gave us project support and also provided a recommended catalog of digital technology companies, which was equivalent to the government helping us screen suppliers in advance," Luo Mi said.

Since joining the government affairs experience officer team in 2021, Luo Mi has maintained close contact with the Beijing Federation of Industry and Commerce for a long time, feeding back problems encountered by enterprises to relevant departments in real time through participating in government service scenario visits, enterprise symposiums, and other forms. In daily life, enterprises may encounter problems in high-frequency links such as applying for production licenses, passenger car quotas, and Hong Kong and Macao travel permits; when enterprises participate in bidding, the professional title evaluation of technical personnel often becomes an urgent matter. Through the opinion channels built by government affairs experience officers, these "stumbling blocks" for Leyard Group have been greatly reduced.

"I have worked at Leyard for 11 years. In recent years, I have intuitively felt that the path for enterprises to feed back opinions to the government has become smoother and smoother. In the past, when enterprises had demands, they might not know which department to report to at first; now that is no longer the case," Luo Mi said.

As Leyard's business layout covers cities such as Beijing, Zhuhai, Changsha, and Wuxi, Luo Mi has seen the characteristics of the business environment in different places through repeated business inspections. How do governments in these places support enterprise development? How are local enterprises developing? As a government affairs experience officer, based on her understanding of Beijing's business environment, Luo Mi can feed back the above information selectively to the Beijing Federation of Industry and Commerce, providing Beijing with a "window" to learn from policies outside Beijing.

A relevant person in charge of the Beijing Federation of Industry and Commerce introduced that since 2021, 269 government affairs experience officers from Beijing's top 100 private enterprises have cumulatively put forward 277 experience evaluations, including 124 commendations, 88 suggestions, and 65 difficult problems, assisting government service departments at all levels in the city to collect enterprise opinions in a timely manner and promoting the optimization of enterprise-related service processes and improvement of service levels.

Policy experience masters: Serving as "translators" in government-enterprise communication and opening up the "last mile" of policy implementation

In recent months, at many symposiums held by the Beijing Zhicheng Social Organization Mutual Support Development Promotion Association (hereinafter referred to as Zhicheng Association) for enterprises in Beijing, "how small and medium-sized enterprises can carry out digital transformation" has been frequently mentioned. Facing the questions raised by enterprise representatives from various sectors, Ren Zhuang, president of the Zhicheng Association, based on an accurate interpretation of policies related to digital transformation, has acted as a "translator" between participating enterprises and the government.

Ren Zhuang's other identity is a policy experience master at the Beijing Federation of Industry and Commerce. In February 2023, Ren Zhuang was invited to attend the "Special Symposium on Strengthening the Digital Transformation of Small and Medium-sized Enterprises" held by the National Committee of the Chinese People's Political Consultative Conference, and beforehand learned about the common difficulties and pain points of small and medium-sized enterprises in digital transformation. "Now enterprises generally face the problem of business scenarioization. DingTalk's attendance and Feishu's meetings - although enterprises use many platform-based office software, data between different software cannot be connected," Ren Zhuang said.

As a policy experience master, Ren Zhuang can not only access the process of formulating relevant policies but also participate in the digital transformation of enterprises or government departments, seeing the experience or misunderstandings involved. "Digitalization is a means, not the root. The overall goal of the entire policy is to support the development of the real economy. Some entrepreneurs believe that digitalization means introducing digital technology into business processes, but the key to digitalization actually lies in the construction of a middle platform," Ren Zhuang said.

Based on long-term observation of enterprise demands, Ren Zhuang leads the Zhicheng Association each year in submitting more than 20 pieces of information and reports to the Beijing Federation of Industry and Commerce, with an adoption rate of over 70%, covering topics in multiple fields such as the digital transformation of small and medium-sized enterprises, accelerating the layout of commercial aerospace, and establishing a cost-sharing mechanism for the elderly health care industry.

Another "basic skill" of a policy experience master is to "upload" enterprise demands to the government. For a long time, the Zhicheng Association, where Ren Zhuang works, has persisted in serving enterprises and helping them carry out work such as the construction of information service platforms and expert databases, organizational evaluation, and talent training. In the course of this work, Ren Zhuang has come into contact with a large number of enterprise cases and become a "confidant" of various enterprises. "Whenever a new policy is to be formulated and the government needs to solicit enterprise opinions, it gathers policy experience masters from relevant parks, enterprises, and chambers of commerce together to hear what we have to say," Ren Zhuang said.

In the process of dealing with enterprises, Ren Zhuang noticed that if enterprises only understand the content of policies, they often fall into legal misunderstandings. "When the government introduces policies, judicial departments should participate at the same time. At present, many new policy terms are very popular once they appear, but behind them there must be clear legal relationships so that enterprises know the legal risks in advance," Ren Zhuang said.

To help enterprises "take preventive measures," in recent years the Beijing Federation of Industry and Commerce has taken policy experience masters as the "origin" and focused on promoting the construction of enterprises' legal literacy. Through activities such as "The Chief Judge Is Here," it explains the law through cases and invites chief judges of filing divisions to conduct professional training for experience officers on issues such as financial fraud and bankruptcy procedures, popularizing typical judicial cases to enterprise representatives.

A relevant person in charge of the Beijing Federation of Industry and Commerce introduced that at present, Beijing's policy experience masters cover 100 key industries such as industrial manufacturing, science and technology, information services, culture and tourism, and finance, forming a professional team with relatively concentrated industries and an appropriate age gradient. They cover important links such as policy solicitation, policy formulation, policy interpretation, and enterprise evaluation of policies, promoting the full-process implementation and effectiveness of enterprise-related services through practical actions.
