In order to reasonably determine and control investment in urban rail transit projects and to meet the needs of preparing investment estimates for project proposals and feasibility study reports of relevant construction projects, the Ministry of Housing and Urban-Rural Development organized the revision of the "Urban Rail Transit Project Investment Estimate Indicators" (hereinafter referred to as the "Indicators"), which was published recently and takes effect on July 1, 2024. The original "Indicators" (GCG101-2008) are abolished simultaneously.

The "Indicators" were compiled mainly on the basis of national rail transit engineering design specifications, construction acceptance specifications, and current national product standards, quality assessment standards, and safety operating procedures, with reference to industry and local standards and representative engineering design, construction, and other materials, and in combination with relevant data such as representative typical construction drawings and construction organization plans of rail transit projects in major cities and some regions across the country in recent years, through analysis and calculation. They apply to newly built and expanded urban rail transit projects (excluding maglev, monorail, and tramways); suburban railway projects may refer to them for implementation; they do not apply to maintenance and partial renovation of urban rail transit projects. They may serve as reference standards for preparing investment estimates in the construction planning stage and feasibility study stage. In activities such as implementing quota-based design, multi-scheme comparison and selection, and carrying out project evaluation, investment estimates may also refer to the "Indicators".

The "Indicators" are divided into comprehensive indicators and sub-item indicators, including construction and installation engineering costs and equipment purchase costs. Among them, construction and installation engineering costs consist of direct costs and comprehensive costs. Direct costs consist of labor costs, material costs, and construction machinery and tool use costs. The organizational measure fees in the "Composition of Construction and Installation Engineering Cost Items" (safe and civilized construction fees, increased costs for night construction, secondary handling fees, increased costs for winter and rainy season construction, and protection fees for completed works and equipment) are apportioned proportionally into labor costs, material costs, and construction machinery and tool use costs. Costs for the entry and exit, installation and dismantling of large machinery and equipment, formwork and supports for concrete and reinforced concrete, and scaffolding are included in direct engineering costs. Comprehensive costs consist of miscellaneous engineering costs, management fees, profit, statutory fees, and taxes.

The equipment purchase cost is based on the provisions of the design documents, and its price consists of the original price of the equipment and the equipment transportation and miscellaneous charges. Equipment transportation and miscellaneous charges refer to the sum of expenditures for equipment procurement, transportation, packaging, and warehouse storage other than the original price of the equipment. The original price of the equipment shall include the cost of spare parts. If the original price of the equipment does not include the cost of spare parts, the cost of spare parts shall be calculated at 3% of the original price of the equipment (excluding software costs).

The scope of compilation of the "Indicators" includes civil engineering and equipment system installation of urban rail transit projects, and is specifically divided into 15 chapters: stations, running sections, track, communications, signaling, power supply, integrated supervision, fire automatic alarm, environment and equipment monitoring, security and access control, ventilation, air conditioning and heating, water supply and drainage, fire protection, automatic fare collection, in-station passenger equipment, platform screen doors, vehicle depots, and civil air defense.
