Chengwu County has consistently treated the construction of key projects as a breakthrough point for building a modern industrial system and developing new quality productive forces. Since the beginning of spring, with the enterprising posture of "sprinting from the start, fighting a decisive battle from the outset," the county has seized the golden period of spring project construction, carried out concentrated project攻坚 actions, strived with full effort, and advanced efficiently. Project construction has been accelerated with greater force and has gained comprehensive momentum.

The spring weather is fine, and construction is timely. Looking across the Chengwu County Modern Agricultural High-tech Demonstration Park, it is truly a bustling large construction site for project construction. At the construction sites of projects such as Zhongnong Zhenpin, Longxing Food, Haolin Food Phase II, Boyang Aquatic Animal Health Products, JD Smart Logistics Park, and Zhonglei BlackRock New Materials, tower cranes stand in clusters, transport vehicles shuttle back and forth, excavators wave their long arms, foundation trenches are being cut open in one place after another, and workshop buildings are rising from the ground. The sounds of cutting, electric welding, and hammering rise one after another. Laying cushion layers, tying steel reinforcement, and pouring foundations are busy and orderly. Workers are racing against time to seize the construction period and going all out to speed up progress. Project construction is in full swing and changing with each passing day.

The Zhonglei BlackRock New Materials project is one of the 33 groundbreaking projects at the Chengwu County on-site promotion meeting for major high-quality development projects at the provincial, municipal, and county levels on February 26 this year. Since the start of construction, the company has, in accordance with the overall construction plan, made careful arrangements, organized meticulously, refined milestones, reversed the construction schedule, carried out construction by sub-items, and advanced work in overlapping phases, going all out to sprint toward the goal of completion and commissioning in May. As of now, the main structures of the four steel-structure workshops in Phase I have been completed, doors and windows are being installed, the ground is being hardened, and equipment is being purchased successively. Phase II is constructing the workshop foundations.

In order to accelerate the progress of project implementation, the County Development and Reform Bureau, with the County Major Project Service Center and the Office for the Construction of the Green, Low-carbon, and High-quality Development Pilot Zone as its core, established a special task force for key project construction. Anchoring the goal requirements of early commencement, early construction, and early results, it screened and summarized 70 key projects promoted at the provincial, municipal, and county levels, produced project lists classified by proposed construction, under construction, and affiliated towns and subdistricts, listed task objectives, assigned responsible units, strengthened factor guarantees, strengthened handling of procedures, strengthened frontline services, and strengthened scheduling and supervision. It coordinated planning, adopted classified policies, concentrated forces, and integrated resources to provide full-process, full-chain, and full-cycle services for projects.

Everything revolves around projects, and everything is focused on advancing projects. One service group is established for each project to precisely guide project units in refining preliminary tasks, formulating work plans, clarifying work milestones and task timelines, and implementing construction conditions such as project approval, planning, land, energy consumption, and environmental impact assessment one by one, using multiple measures to promote rapid commencement and rapid construction of projects.

At the on-site command headquarters of the Zeda Fanco High-end Pharmaceutical Intermediates and APIs CDMO Industrialization Project, Wang Xuejian, Zhang Renzheng, and others from the project service group are discussing and formulating equipment purchase and installation plans with the company's project leader. Zhang Wei, the company's project leader, introduced: This project is a key project of the province for green, low-carbon, and high-quality development, and also a major industrial research project of the province for the conversion of old and new growth drivers. The project service group assisted the company throughout the process in handling various procedures such as project approval, planning, energy assessment, environmental impact assessment, and safety assessment, guided the formulation of construction period plans, lived and ate at the construction site, coordinated and commanded land clearing, power line erection, and other matters, and promptly helped solve problems existing in construction. From resuming work after the Spring Festival to the Qingming holiday, the construction site did not take a single day off. More than 60 workers stayed at their posts and fought at the construction site, greatly accelerating project construction.

On April 6-7, the county held an observation activity for key industrial and service industry projects, conducting concentrated observation of 37 key projects under construction, including Laisheng New Energy, Zhonglei BlackRock New Materials, Hongsen Pharmaceutical, and Zhongnong Zhenpin. Everywhere were bustling and vibrant construction scenes, forming a good situation of striving to be first and competing to surpass one another.
