The Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Housing and Urban-Rural Development and four other departments recently jointly issued an action plan aimed at comprehensively improving the level of comprehensive utilization of phosphogypsum. Guided by technological and model innovation, the plan strengthens policy support and factor guarantees, focuses on promoting the reduction of phosphogypsum at the source, steadily enhances the comprehensive utilization capacity of phosphogypsum, continuously improves the scale and quality of utilization, and supports the green and sustainable development of the phosphorus chemical industry.
The action plan specifies adherence to the principles of innovation-driven development, systematic advancement, problem orientation, and equal emphasis on quantity and efficiency. By 2026, phosphogypsum comprehensive utilization products will be more diverse, utilization channels effectively broadened, and the comprehensive utilization level further improved, with a comprehensive utilization rate reaching 65%. The comprehensive consumption volume (including comprehensive utilization volume and harmless treatment volume) and the generation volume will achieve a dynamic balance. A batch of phosphogypsum comprehensive utilization demonstration projects will be completed, a batch of specialized leading enterprises will be cultivated, and 10 phosphogypsum comprehensive utilization characteristic industrial bases will be built in Yunnan, Guizhou, Sichuan, Hubei, Anhui and other regions. The development resilience of the industrial chain will be significantly enhanced, gradually forming a sustainable development pattern of coordinated efforts by upstream and downstream entities and cross-industry and cross-regional collaborative utilization.
The action plan proposes promoting the reduction of phosphogypsum at the source, optimizing phosphate ore mining and washing processes, strengthening management of the phosphoric acid production process, and enhancing harmless treatment of phosphogypsum.
It calls for advancing both the quantity and efficiency of phosphogypsum comprehensive utilization, expanding the utilization scale of existing channels, opening up new scenarios for resource utilization, promoting high-value utilization of phosphogypsum, improving the quality of phosphogypsum products, and facilitating coupled development and collaborative utilization.
It also calls for consolidating the industrial development foundation for comprehensive utilization, accelerating technological innovation and industrial application, strengthening the cultivation of demonstration enterprises and the construction of demonstration bases, and improving the standards system.
In terms of safeguard measures, the action plan specifies strengthening work organization. Yunnan, Guizhou, Sichuan, Hubei, Anhui and other regions should, in light of local upstream and downstream industry characteristics, strengthen systematic planning, enhance departmental coordination, formulate and issue supporting policies suited to local conditions, implement the relevant requirements of the action plan, and ensure that comprehensive utilization work achieves practical results. Regions with the capacity to do so are encouraged to adopt models such as "production determined by slag volume" in accordance with local conditions, and to urge key enterprises that generate phosphogypsum to formulate comprehensive utilization plans under a "one enterprise, one policy" approach, proposing phased goals and work measures. It encourages the construction of comprehensive management platforms and the establishment of flow information ledgers covering the generation, treatment, storage, utilization and disposal of phosphogypsum to ensure traceability and queryability.
Support will be increased by making full use of existing funding channels to strengthen support for technological research and development and project construction in phosphogypsum comprehensive utilization. Focusing on areas such as technological transformation of phosphorus chemical enterprises, harmless disposal of phosphogypsum, and production of phosphogypsum comprehensive utilization products, relevant regions are encouraged to provide support for project construction. Research will be conducted to promote the inclusion of phosphogypsum building materials products in the scope of green building materials product certification and in the government procurement demand standards for green buildings and green building materials.
Publicity forms will be enriched. Through newspapers, radio, television and other media, knowledge popularization and educational guidance on the quality, safety and environmental protection of phosphogypsum comprehensive utilization products will be strengthened, and the resource attributes of phosphogypsum and the concept of safe utilization will be actively promoted. The role of industry associations will be fully leveraged to increase technical exchanges, promptly summarize and promote experience and practices, distill typical models, actively build exchange platforms, and strengthen the dissemination of policies, technologies and standards.
