In order to standardize the management of subsidy funds for the urban affordable housing project from the central government budget and improve the efficiency of fund use, in accordance with the relevant provisions of national budget management and the affordable housing project, the Ministry of Finance and the Ministry of Housing and Urban-Rural Development have re-formulated the "Measures for the Management of Subsidy Funds for the Urban Affordable Housing Project from the Central Government Budget" (hereinafter referred to as the "Measures") and released them recently.
The subsidy funds referred to in the "Measures" are the shared fiscal authority transfer payment funds allocated by the central government budget to support the basic housing needs of eligible urban residents (including agricultural migrant population included in the local security scope) and to improve their living conditions. The "Measures" apply to the allocation, use, management and supervision of subsidy funds.
The "Measures" clarify that the Ministry of Finance and the Ministry of Housing and Urban-Rural Development manage the subsidy funds according to their division of responsibilities. Among them, the Ministry of Housing and Urban-Rural Development is responsible for compiling the national plan for the affordable housing project, providing annual plan data for various regions, urging and guiding local governments to carry out the urban affordable housing project, and organizing the formulation and implementation of performance targets, performance monitoring and evaluation, etc. The implementation period of the subsidy funds lasts until 2027. Upon expiration, based on laws, administrative regulations and relevant provisions of the State Council as well as the needs of the urban affordable housing project situation, it will be assessed whether to continue implementation and extend the period. During this period, in accordance with the decisions and arrangements of the CPC Central Committee and the State Council and the needs of the situation, for urban affordable housing project tasks that are no longer carried out, the relevant subsidy fund support policies shall be stopped accordingly.
The scope of subsidy fund support includes housing security, urban village transformation, urban old residential area transformation, and shantytown (urban dilapidated housing) transformation. In accordance with the principle of combining awards and subsidies, the subsidy funds are allocated by the factor method based on the task volume of housing security, urban village transformation, urban old residential area transformation, and shantytown (urban dilapidated housing) transformation in each province (autonomous region, municipality directly under the Central Government, city with separate state planning, including the Xinjiang Production and Construction Corps, hereinafter collectively referred to as provinces), performance evaluation results, etc. Among them, 80% of the funds are allocated according to the task volume of each province, and adjusted in combination with the degree of fiscal difficulty, which is determined according to the fiscal difficulty coefficient stipulated in the measures for the central government's equalization transfer payment to local governments; 20% is used as award funds, and the performance adjustment coefficient is determined by weighting based on the performance evaluation results of the affordable housing project tasks in each province, etc., and the allocation is adjusted in combination with factors such as the task volume of each province.
Housing security funds adopt the factor method, and are calculated and allocated based on factors such as the number of rental-type affordable housing units raised, the number of sale-type affordable housing units, and the number of rental subsidy households in each province in the annual period, as well as the corresponding weights, and adjusted in combination with the degree of fiscal difficulty. Urban village transformation funds adopt the factor method, and are allocated based on the demolition and new construction factor and the renovation and upgrading factor of urban village transformation in each province in the annual period, and adjusted in combination with the degree of fiscal difficulty. Urban old residential area transformation funds adopt the factor method, and are calculated and allocated based on factors such as the transformation area, the number of households, the number of buildings, and the number of communities in the old residential areas transformed in each province in the annual period, as well as the corresponding weights, and adjusted in combination with the degree of fiscal difficulty. Shantytown (urban dilapidated housing) transformation funds adopt the factor method, and are allocated based on the factor of the number of shantytown (urban dilapidated housing) units transformed in each province, and adjusted in combination with the degree of fiscal difficulty. Award funds are determined by weighting the performance adjustment coefficient based on the performance evaluation results of the affordable housing project tasks in each province, etc., and the allocation is adjusted in combination with factors such as the task volume of each province.
The "Measures" require that provincial housing and urban-rural development departments and finance departments strengthen the urging and guidance of relevant departments at the city and county levels, strengthen project supervision within their regions, effectively implement the project reserve and promotion mechanism, scientifically rank projects according to factors such as project maturity and fiscal affordability, strictly approve projects, strengthen daily monitoring, allocate funds according to project implementation progress, and avoid situations such as "money waiting for projects". For projects that are difficult to advance, cannot continue to be implemented, or whose construction is seriously delayed, causing subsidy funds to be idle for one year or more, timely adjustments shall be made in accordance with regulations, and the subsidy funds shall be coordinated for use in the affordable housing project, so as to effectively improve the efficiency of fund use.
