Recently, the Provincial Development and Reform Commission announced the list of 2024 provincial key construction projects and provincial key preliminary work projects. This year, Hunan Province has arranged 390 provincial key construction projects, with a total investment of 2.3 trillion yuan and an annual planned investment of 471.5 billion yuan. The number of projects, total investment, and annual planned investment increased by 53, 115.1 billion yuan, and 15.3 billion yuan respectively compared with 2023.

　　Among the 390 provincial key construction projects, there are 121 infrastructure projects, 238 industrial development projects, 24 social and livelihood projects, and 7 ecological and environmental protection projects.

　　Infrastructure projects highlight long-term benefits, adhere to the integrated development of new and old infrastructure, and focus on promoting the construction of transportation networks, backbone water network projects, the layout and connection of new energy bases and power transmission corridors, and new infrastructure. These include 51 transportation network projects such as the Changsha-Ganzhou high-speed railway (Hunan section), the Yichang-Changde high-speed railway (Hunan section), and the G4 Beijing-Hong Kong-Macao Expressway Changsha Guangfu to Zhuzhou Wangshiwan section expansion project; 8 water conservancy network projects such as the Jintangchong Reservoir Project and the Meishan Irrigation District Project; 27 energy network projects such as the Ningxia-Hunan ultra-high-voltage direct current transmission project (Hunan section); as well as 11 information network projects and 23 logistics network projects.

　　Industrial development projects highlight strengthening the foundation, focus on upgrading, extending, supplementing, and strengthening chains, and promote the construction of the "4×4" modern industrial system. These include the Zoomlion Smart Industrial City, the Xiangtan Geely New Energy Vehicle Production Base Project, the Hunan Qisheng annual production of 20GWh energy storage batteries and supporting battery new materials construction project, the Hunan Sanan Semiconductor Industrial Base, and the Yueyang ethylene refining and chemical integration project.

　　Social and livelihood projects highlight addressing shortcomings and involve the "three major projects" of affordable housing, "dual-use for normal and emergency purposes" public infrastructure, and urban village transformation, as well as the disease prevention and control system and vocational education. These include the province-wide renovation of old urban residential communities, the province-wide urban drainage and waterlogging prevention project funded by additional government bonds, the student dormitory and canteen construction projects of provincial undergraduate universities, the National Medical Center, and the Hunan Provincial Grain Reserve Depot Warehouse Upgrading and New Expansion Project.

　　Ecological and environmental protection projects include the systematic governance of the Lushui River Basin in Zhuzhou City and the Dongting Lake ecological restoration pilot project.

　　The Provincial Development and Reform Commission introduced that, in accordance with the principle of "once sure, act promptly; do as much as possible," Hunan Province has increased the arrangement and implementation of provincial key projects this year, highlighted demonstration and guidance, and promoted the implementation of profitable investment. In terms of project scale, 380 projects have an investment of more than 1 billion yuan, among which 71 projects, such as the Hunan section of the Changsha-Ganzhou high-speed railway, have an investment of more than 10 billion yuan.
