Economic development requires project support, and investment promotion is key. This year's Government Work Report states that we must persist in accelerating the construction of major projects, continue to expand effective investment, adhere to the new development pattern of "one axis, two zones, two parks, two belts," and take investment promotion and project construction as powerful levers for driving county economic development. By highlighting priorities, transforming concepts, innovating methods, and strengthening measures, we will further activate new engines for regional economic development.

The Report states that in 2023 the county adhered to the principle of "projects as the king," further increased efforts in engineering project construction and reserves, and accelerated the pace of new urbanization. Throughout the year, 244 major projects under coordinated advancement completed investment exceeding 10 billion yuan; 93 projects including the county Traditional Chinese Medicine Industrial Park and supporting facilities broke ground; and 34 projects including green home modern hardware processing were completed. A total of 192 major projects were planned and reserved, with a total investment of 174.2 billion yuan.

In terms of investment promotion, 24 projects including the Lianchu Shared Energy Storage Power Station were signed and introduced throughout the year, with a total investment of 17.59 billion yuan; domestic investment of 8.38 billion yuan was introduced, and actual utilized foreign capital reached 5.74 million US dollars, all exceeding the annual targets. In accelerating new urbanization, the county's urbanization rate reached approximately 47%. Active efforts were made to plan and advance the "three major projects," implementing 3 affordable rental housing projects, raising 522 housing units, and reserving 10 "dual-use for normal and emergency purposes" projects. Construction of projects such as water system connectivity and water-beautiful rural areas continued, with water conservancy projects completing investment of 640 million yuan. Construction of road network projects such as the Shanglin-Hengzhou Expressway was accelerated, with transportation projects completing investment of 3.02 billion yuan.

The Report emphasizes that in 2024 the county must continue to plan and advance major project construction. We must persist in implementing the system of county leaders liaising with major projects, adhere to the phased advancement of "planning and designing a batch, attracting investment and signing a batch, starting construction on a batch, and putting into production and statistics a batch," and plan a number of major projects around industrial development, ecological environmental protection, public services, and other areas. We strive to include more than 190 major engineering construction projects at the district, city, and county levels for coordinated advancement in 2024, with a total investment exceeding 88 billion yuan, and to achieve 60 newly started projects and 30 completed projects.

We must continue to expand investment in key areas. Led by investment in the manufacturing sector, we will continue to advance investment to shore up weak links in key areas such as transportation, energy, ecology, and people's livelihood, advance 104 investment projects carried over and under continued construction in the database, and strive to add more than 60 new projects to the database. We will expand investment in advanced manufacturing to support industrial investment of more than 5 billion yuan. We will appropriately advance infrastructure construction ahead of schedule, promote the comprehensive construction of the Yujiang Binyang Water Supply Section and branch lines of the Huanbei Guangxi Water Resources Allocation Project, steadily advance the construction of key water conservancy facility projects, accelerate the construction of the Nanning-Binyang-Litang Highway Project, facilitate the completion and opening to traffic of the Shangbin-Hengzhou Expressway within the year, and strive to complete infrastructure investment of more than 3 billion yuan.
