Recently, the Tianjin Municipal Federation of Trade Unions issued the "Notice on Doing a Good Job in Providing Elderly Care Assistance to Model Workers" (hereinafter referred to as the "Notice"), introducing three measures to assist model workers with elderly care: giving model workers priority in admission to government-run elderly care institutions, providing subsidies to model workers who receive long-term care insurance benefits, and providing subsidies to low-income model workers who have already been admitted to government-run elderly care institutions.

　　The Notice specifies that municipal-level and above model workers and those entitled to the corresponding benefits shall have priority in admission to government-run elderly care institutions. Model workers who need admission may, in accordance with the "2024 Detailed List of Municipal and District-Level Government-Run Elderly Care Institutions," directly consult the relevant elderly care institutions to arrange admission.

　　The Notice stipulates that, starting from 2024, the Tianjin Municipal Federation of Trade Unions shall, for model workers receiving Tianjin long-term care insurance benefits, issue subsidies based on a certain proportion of the actual amount paid by the long-term care insurance fund, so as to ease their living pressure.

　　At the same time, in accordance with the relevant provisions of the "Implementation Rules for Assisting and Rewarding Recipients of Commendations and Awards Facing Living Difficulties in Tianjin (Trial)," for model workers who are recognized by the Tianjin Civil Affairs Bureau as receiving the retirement low-income hardship assistance policy and who have been admitted to government-run elderly care institutions in the same year, the Tianjin Municipal Federation of Trade Unions shall provide a certain amount of subsidy per person per month during their stay.

　　The Notice requires that trade unions at all levels do a good job in policy publicity and services, listen to the opinions and suggestions of model workers, carefully verify applications, and ensure that no one is left out. Special funds allocated must be used exclusively for their designated purposes, with dedicated personnel responsible, and distributed under a real-name system to ensure the safe use of funds. Regular household visits shall be conducted to gain an in-depth understanding of model workers' living conditions, thoughts, and expectations, to strengthen routine dynamic management of model workers, and to make model worker management and service work detailed and solid. Trade unions at all levels are encouraged to innovate methods, allocate special funds, provide warm and distinctive services for model workers, and build management and service brands for model workers with their own characteristics.
