In order to implement the deployment of the "Notice of the State Council on Issuing the Action Plan for Promoting Large-Scale Equipment Renewal and Trade-In of Consumer Goods," 14 departments including the Ministry of Commerce, the National Development and Reform Commission, and the Ministry of Housing and Urban-Rural Development recently jointly issued the "Action Plan for Promoting Trade-In of Consumer Goods" (hereinafter referred to as the "Action Plan"), launching a nationwide trade-in program for automobiles and home appliances as well as "renewal" of home decoration, kitchens, and bathrooms.
The "Action Plan" specifies the key tasks for the trade-in of consumer goods. First, carry out trade-ins of automobiles. Increase support through fiscal and financial policies; the central government and local governments will work in tandem, arranging funds to support the scrapping and renewal of automobiles, and encouraging qualified localities to support vehicle replacement and renewal. Give prominence to the guiding role of standards in the automotive sector, improve the system for recycling and dismantling scrapped vehicles, promote worry-free and convenient transactions of used cars, cultivate and strengthen used-car business entities, and drive innovative development of automobile circulation and consumption. Second, promote trade-ins of home appliances. Leverage the guiding role of fiscal and tax policies, encourage the introduction of measures benefiting the people, improve the recycling network for waste home appliances, intensify efforts to cultivate diversified entities, strengthen the guidance and support of home appliance standards, promote comprehensive improvement of after-sales service levels, and develop the circulation of second-hand goods. Third, promote the "renewal" of home decoration, kitchens, and bathrooms. Increase support benefiting the people, improve convenience services, cultivate new growth points in the home furnishing sector, and optimize the home furnishing market environment.
In terms of promoting trade-ins of home appliances, the "Action Plan" proposes improving the recycling network for waste home appliances. Localities should rationally lay out recycling collection points, street (township and town) transfer stations, and regional sorting centers based on local urban and rural population sizes, residential communities, and other conditions. Solidly advance the construction of the quarter-hour convenient living circle, incorporate recycling collection points for renewable resources such as waste home appliances into the "minor repairs and mending" convenience map, and make it convenient for residents to inquire about recycling channels. Encourage qualified communities to set up temporary storage sites for waste home appliances, and promote the "integration of two networks"—the domestic waste classification, collection, and transportation system and the renewable resource recycling system—in terms of planning, construction, and operation. Urge home appliance recycling enterprises to sell waste home appliances to lawful and compliant dismantling enterprises.
In terms of promoting the "renewal" of home decoration, kitchens, and bathrooms, the "Action Plan" encourages qualified regions to support residents in carrying out renovation of old homes, partial renovation of kitchens and bathrooms, and age-friendly renovation, and to provide subsidies for the purchase of smart home products; in conjunction with the action to improve basic elderly care services in home and community settings, cultivate business entities for age-friendly home renovation and encourage more families to carry out age-friendly renovation. Encourage financial institutions to support consumption of smart homes, home decoration, and other areas in accordance with market-based and law-based principles, reasonably determine loan interest rates and repayment terms, optimize approval processes, and promote instant online processing. At the same time, continue to carry out pilot projects for the construction of digital homes. Accelerate the production, certification, and promotion and application of green building materials, and comprehensively carry out activities to bring green building materials to rural areas. Encourage enterprises to innovate and create experiential and interactive home consumption scenarios, launch online and offline home decoration model rooms, and promote model rooms in shopping malls, communities, and platforms.
Next, the Ministry of Commerce will work with all departments and localities to ensure the implementation of the document and the landing of policies, strengthen organizational leadership, reinforce fund management and factor guarantees, coordinate promotional activities, intensify policy publicity and interpretation, and ensure supervision and implementation, so as to promote the trade-in of consumer goods, strive to expand domestic demand, and better meet the people's needs for a better life.
