Recently, the Ministry of Housing and Urban-Rural Development issued the Implementation Plan for Promoting the Renewal of Building and Municipal Infrastructure Equipment, requiring classified promotion of the renewal of building and municipal infrastructure equipment, with focus on residential elevators, water supply, heating, gas supply, sewage treatment, environmental sanitation, urban lifeline projects, building energy-saving renovation, etc.

　　The implementation plan specifies that all localities should take large-scale equipment renewal as an opportunity to accelerate efforts to shore up weaknesses, upgrade and replace outdated equipment, and improve quality and efficiency in the industry, so as to raise the overall level of building and municipal infrastructure equipment. By 2027, equipment that is technologically outdated, fails to meet relevant standards and specifications, or does not meet energy-saving and environmental protection requirements shall be renewed and renovated as planned.

　　A responsible official from the relevant department of the Ministry of Housing and Urban-Rural Development introduced that the key tasks of building and municipal infrastructure equipment renewal are divided into ten major categories, including the renewal of old residential elevators, installation of elevators in existing residential buildings, renewal of water supply facilities and equipment, renewal of sewage treatment facilities and equipment, renewal of heating facilities and equipment, standardized renewal and construction of liquefied petroleum gas filling stations, construction of urban lifeline projects, renewal of environmental sanitation facilities and equipment, renewal of building construction equipment, and building energy-saving renovation.

　　In terms of supporting policies, the implementation plan requires improving fiscal and tax policies, providing financial support, improving fee and pricing mechanisms, raising implementation standards, and strengthening factor guarantees. Appropriate support shall be given to eligible equipment renewal through funding channels such as central budgetary investment. By using relending policy tools, financial institutions shall be guided to strengthen support for relevant equipment renewal and technological transformation; the central government shall provide certain interest subsidies for bank loans that support building and municipal infrastructure equipment renewal and meet the conditions for relending reimbursement. Localities shall be guided to establish and improve dynamic adjustment mechanisms for prices and charging standards for water supply, heating, sewage and garbage treatment, etc.
