Recently, it was learned from the Shaanxi Provincial Department of Agriculture and Rural Affairs that, in order to strengthen the management of high-standard farmland construction projects and funds, further improve construction quality and give play to project benefits, the Shaanxi Provincial Department of Agriculture and Rural Affairs and the Provincial Department of Finance recently jointly issued a notice requiring strengthened supervision of the quality of high-standard farmland construction projects across the province, ensuring that completed high-standard farmland delivers benefits steadily and sustainably over the long term, and laying a solid foundation for continuously improving comprehensive grain production capacity.

　　The notice requires strict control of the project design stage. Project survey and design units shall possess the corresponding qualifications and conduct on-site surveying and mapping in strict accordance with technical standards and requirements, designing engineering facilities in a manner suited to local conditions and scientifically reasonable. Project design shall extensively solicit the opinions of the people in the project area, village-level organizations, and township governments, and take these opinions as an important basis.

　　Strict control of the bidding management stage. The tendering party shall publicly issue bidding announcements, clearly define bidding conditions, lot division, and bid evaluation methods, and strictly review the qualifications of prospective bidders.

　　Strict control of the project supervision stage. Project supervision units shall possess the corresponding qualifications and conduct full-process supervision of project construction. The project legal person shall conduct random inspections of supervision logs during the construction process.

　　Strict control of the construction quality stage. The systems of parallel testing by supervisors and random quality spot checks by the project legal person shall be strictly implemented. Testing units shall promptly and accurately submit quality testing reports to the commissioning party and be responsible for the quality testing results.

　　Strict control of the routine supervision stage. Construction units shall carry out construction in strict accordance with the implementation plan and construction standards, and ensure the quality of project construction. Agriculture and rural affairs departments and finance departments at all levels shall do a good job throughout the entire process of high-standard farmland construction and post-construction quality supervision.

　　Strict control of the completion acceptance stage. The project approval unit or a commissioned unit shall organize completion acceptance work as required. Agriculture and rural affairs departments at all levels shall intensify supervision during the project construction process, especially of concealed works.

　　Strict control of the post-construction operation and maintenance stage. All localities shall establish a reasonable guarantee mechanism for operation and maintenance funds for high-standard farmland projects and fully allocate operation and maintenance funds. Agriculture and rural affairs departments of each county (district) shall strengthen patrol inspections of completed projects and supervise operation and maintenance entities in fulfilling their operation and maintenance responsibilities.

　　Strict control of the fund management stage. Finance departments at all levels shall strictly allocate and issue, within the prescribed time limits, the central finance budget for farmland construction and utilization funds (high-standard farmland construction expenditure direction) and the provincial finance special agricultural fund budget, and promptly and fully allocate supporting funds from cities and counties. Fund scheduling shall be strengthened, supervision of fund payment progress shall be strengthened, and relevant departments shall strengthen routine supervision, early warning, monitoring, and special verification.

　　Strict control of the mapping and database entry stage. Agriculture and rural affairs departments at all levels shall do a good job in mapping and entering into the database high-standard farmland construction projects that have passed completion acceptance. Project spatial data collection shall be accurate and detailed.

　　Strict control of the social supervision stage. Project legal persons shall, in accordance with regulations, set up project information disclosure boards and high-standard farmland construction signs, establish and keep open information channels such as project quality supervision service hotlines, and properly handle and resolve issues reported by the public at different levels and by category.
