Focusing on the goal of service support for the high-quality advancement of construction projects in the new area, the Xiong'an New Area Comprehensive Law Enforcement Bureau recently convened a dedicated work advancement meeting. At the meeting, it reported on the administrative penalty situation in the construction engineering field of Xiong'an New Area in 2023, conducted centralized publicity of laws and regulations in the construction engineering field in conjunction with specific cases, and guided all types of participating construction units in the new area to consciously raise their awareness of the rule of law, continuously strengthen industry self-discipline, and jointly create a first-class law-based business environment.

　　Convening this meeting on service support for the high-quality advancement of construction projects during the critical period when all key projects are fully commencing construction and construction schedules are being tightly grasped is a concrete measure to implement the spirit of General Secretary Xi Jinping's important speech during his inspection of Xiong'an New Area last year. The meeting required all units to further raise their political stance and enhance their sense of responsibility. The project construction management and law enforcement departments of the new area, the three counties, and each district must strictly govern violations of laws and regulations concerning project quality, and provide excellent service for the standardized management of project quality and safety. Participating construction units must attach great importance to project quality and safety work, implement the principle of "simultaneously advancing high-quality construction, high-level management, and high-quality relocation and development" in specific work, and use craftsmanship to ensure the high-quality advancement of Xiong'an construction projects.

　　The Comprehensive Law Enforcement Bureau of the new area emphasized four aspects requiring all participating units to provide service support for the high-quality advancement of construction projects. First, procedures must be standardized without crossing the line. By strengthening training for project management personnel, strengthening work communication with industry management and law enforcement departments, and promptly correcting problems and hidden dangers, construction permits, quality and safety supervision filing, and other procedures must be strictly fulfilled. Second, bidding and subcontracting must not violate regulations. It is necessary to strengthen the study of laws and regulations related to construction project contracting and subcontracting, strengthen internal supervision, and promptly stop and correct any violations discovered. Third, quality and safety must form a closed loop. It is necessary to earnestly perform duties and fulfill responsibilities, strengthen contractual constraints, proactively conduct spot checks on construction conditions, promptly rectify problems found, and prevent project quality and safety problems before they occur. Fourth, mechanisms must be established to form synergy. It is necessary to form a system covering the entire process of routine supervision, penalty and punishment, credit repair, and other aspects, so that construction units, supervisory departments, and law enforcement departments each perform their duties and fulfill their responsibilities, achieving the effect of fewer and fewer illegal acts, fewer and fewer administrative penalties, fewer and fewer credit punishments, and better and better project quality, jointly building the golden signboard of "Xiong'an Quality".
