"We submitted the materials related to the construction drawing review for our new residential project online on March 1, and passed the joint construction drawing review on the 6th. The approval efficiency is simply worlds apart from the past!" Yan Baoqiang, an employee of Hebei Zhongding Real Estate Development Co., Ltd., said happily on March 11.

Yan Baoqiang has been responsible for the company's preliminary project filing work for many years and has a deep understanding of the time-consuming and laborious construction drawing review process. "In the past, we needed multiple people working together, going from department to department, which took one to two months," he said. The "multi-review integration" reform for construction drawings of engineering construction projects launched by Xingtai City has turned the "long-distance run" into a "sprint." Now he can handle it alone online and get the result within four working days.

Qiao Yuhui, chief of the Building Energy Conservation and Science and Technology Section of the Xingtai Municipal Housing and Urban-Rural Development Bureau, introduced that construction drawing review must be completed before applying for a construction permit for an engineering construction project. This involves five administrative approval service items across multiple departments, including fire protection design review, seismic fortification requirement review, preliminary review of communications engineering design plans, review of civil air defense engineering construction drawing design documents, and filing of construction drawing design document review status. In the past, the construction unit had to go to the relevant departments separately and sequentially to handle them.

Focusing on the pain points, difficulties, and bottlenecks in the field of engineering construction projects, the Xingtai Municipal Housing and Urban-Rural Development Bureau started with streamlining the approval process and, together with the Municipal Administrative Approval Bureau, the Municipal National Defense Mobilization Office, the Municipal Emergency Management Bureau, the Municipal Communications Office, and other units involved in drawing review matters, took the lead in the province in exploring and implementing a joint review system for construction drawings of engineering construction projects. For newly built, renovated, and expanded building construction and municipal infrastructure projects, all approval service items related to construction drawing review are included in the scope of joint review.

The Xingtai Municipal Housing and Urban-Rural Development Bureau set up a joint review window and implemented a working mechanism of "one-window acceptance, one-form application, one-network coordination, and one-stop service," with the entire process handled online and completed within a time limit. Construction units only need to submit construction drawing review materials through the network. After preliminary review by the joint review window, all departments conduct parallel approval and issue review opinions separately, which are then summarized into a joint construction drawing review opinion letter. Through continuous optimization of handling processes, streamlining of procedures, and simplification of approval requirements, the approval time limit has now been compressed to within four working days.

"This reform saves time and worry for the staff handling the procedures. The earlier a project is completed and put into use, the more it can ease the financial pressure on enterprises, and it is highly praised by project construction units," Qiao Yuhui said.
