At present, a total of 10 projects in the district have been included in the list of key provincial water conservancy projects, involving a total investment of approximately 2.5 billion yuan, of which 2 projects have signed strategic cooperation framework agreements with Shandong Water Development Group.

　　Focusing on the needs of high-quality development in the seat of Zaozhuang Municipality for water affairs work, the "Xuecheng District Modern Water Network Creation Plan" and the "Xuecheng District Reclaimed Water Utilization Plan" have been compiled to high standards. In accordance with the water network work arrangement of "strengthening the foundation in one year, reaching a new level in two years, and achieving results in three years," the district has gradually achieved a high degree of integration with provincial and municipal water networks, forming an integrated modern water network for Xuecheng. It has strengthened the economical and intensive use of water resources, accelerated the advancement of major water network projects such as water diversion projects, integrated urban and rural water supply, and comprehensive river channel management, carried out digital twin engineering construction, and formed the overall county-level water network pattern of "one station, four axes, three verticals and five horizontals, and water-beautiful Xuecheng."

　　Adhering to the principle of "four waters and four determinations," the district has accelerated the construction of a modern, high-quality water affairs infrastructure network, improved the "three verticals and five horizontals" flood control and waterlogging drainage disaster reduction system of the modern water network, and accelerated the advancement of medium and small river management projects such as the downstream section of the Xuecheng Dasha River, the Xuecheng Xiaosha River, and the Zhouying Dasha River. Adhering to ecological priority and green development, it has implemented small watershed management in Huangfeng Mountain and Changyu Mountain, planned and implemented the Xuecheng District reclaimed water utilization project, built the water resource allocation and water supply security pattern of "one station, four axes" of the Xuecheng modern water network, and comprehensively improved the ecological environment of rivers and lakes throughout the district.
　　Up to now, a total of 7 provincial-level beautiful rivers and lakes and 2 provincial-level greening models have been built. The River and Lake Protection Center of the Ministry of Water Resources has published Xuecheng District's practices in happy river and lake construction four times. Xuecheng District was recently included in the list of proposed supervision and incentive recipients for the effectiveness of intensive and economical water resource utilization in 2023 by the Provincial Department of Water Resources. It has deeply integrated modern water network construction and management with "river and lake chiefs + chief procurators," "water resources + justice," and "water affairs + credit," deepened systems such as information sharing and joint consultation, and formed a supervisory synergy for water network construction throughout the district.

A "1+N" special work team has been set up, with county-level leaders coordinating and advancing project element guarantee work, actively striving for special bonds, weaving a dense funding guarantee network, establishing an investment mechanism led by the government with diversified investment, guiding social capital to invest in water network construction, and strengthening guarantees for elements such as modern water network project procedures, relocation, land, and funds, so as to ensure the orderly and efficient advancement of all projects.
