Since the spring of this year, the water affairs department of Shanghe County, Jinan, has deployed early and acted early to accelerate the construction of key provincial water conservancy projects, enhance the flood control, drainage and irrigation capacity of river channels, improve the water ecological environment of the basin, and strive to build a relatively complete water conservancy engineering system.

Recently, at the construction site of the Tuhai River Old Course Storage and Water Diversion Project with a total investment of 153 million yuan, workers are seizing the golden spring construction season to speed up the construction of production bridges. The old course of the Tuhai River has a total length of 18.97 kilometers, starting from Yingzi Irrigation and Drainage Station in Yuhuangmiao Town, Shanghe County in the west and ending at Xiaozhangjia Sluice in Zhenglu Town in the east, flowing through three towns of Shanghe County: Yuhuangmiao, Baiqiao and Zhenglu.

It is understood that the Tuhai River Old Course Storage and Water Diversion Project is a key provincial water conservancy project implemented by Shanghe County to solve problems such as some river-crossing structures being in disrepair for many years and unable to operate normally, improve the flood control, drainage and storage capacity of the river channel, and enhance the regional disaster prevention and mitigation level. The main construction contents include the reconstruction and new construction of 2 regulating sluices; the new construction of 1 production bridge; the reconstruction of 1 pumping station; the new construction of 28.792 km of management roads and process culverts and other works. The Tuhai River Old Course Storage and Water Diversion Project is implemented over two years. The project started construction in June 2023, and water conservancy facilities such as the old course water-saving sluice and the pumping station are also being accelerated simultaneously.

“At present, the project has completed 30% of the entire works and is planned to be fully completed by the end of 2024. After the project is implemented, the water storage capacity will increase by 2.1066 million cubic meters to 13.9066 million cubic meters, improving the irrigation area by 102,700 mu, and the production and living conditions and water ecological environment of the people on both banks will be significantly improved. We will strictly follow the task objectives, and on the premise of ensuring quality and safety, reverse the construction schedule and fight according to the chart to ensure the successful completion of the construction tasks.” said Liu Fuhai, project manager of the Tuhai River Old Course Storage and Water Diversion Project, in an introduction.

In addition, the 46.24-kilometer river channel dredging task of the Tuma River Comprehensive Treatment Project has also entered the final stage. After the earlier river channel dredging and expansion, some sections of the Tuma River have been widened. The Tuma River Comprehensive Treatment Project has a total investment of 223 million yuan, focusing on solving problems such as river channel siltation, aging and damaged structures, and obstruction of drainage and flood discharge, improving the utilization rate of rainwater and flood resources, and enhancing the flood control, drainage and irrigation capacity of the river channel. This year, the Tuma River Comprehensive Treatment Project will reconstruct, newly build and maintain 12 production bridges, newly build two regulating sluices and 1 pumping station, and newly build 31.9 kilometers of management roads.

“At present, the project has completed 40%, and all construction tasks are expected to be completed by the end of the year. After the project is implemented, the water storage capacity will increase by 2.7255 million cubic meters to 4.8668 million cubic meters, improving the irrigation area by 53,000 mu, and the production and living conditions and water ecological environment of the people on both banks will be significantly improved.” said Han Guangkuo, chief engineer of the Tuma River Comprehensive Treatment Project, in an introduction.

In recent years, Shanghe County has based itself on the overall development situation of the county, made overall plans for the construction of water conservancy projects, focused on key work such as rural production and living water use, water system treatment, and flood control and drought relief, accelerated the construction process of water conservancy facilities for people's livelihood, and strived to build the “four major systems” of water management, water supply, water ecology and water civilization, maximizing the comprehensive benefits of water conservancy projects and providing strong water conservancy support and guarantee for the county's economic and social development.
