Discipline building, together with the Party's political, ideological, organizational, and conduct building, forms an integrated process of the Party's self-revolution. Iron discipline is the fundamental guarantee for the Party to maintain its vigorous vitality and strong combat effectiveness and to fulfill its original aspiration and mission, and it is also where the core strength of the socialist system lies.
Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to Party discipline building and has revised the Code of Disciplinary Punishment of the Communist Party of China (hereinafter referred to as the Code) three times. The Code sets out a "negative list" for Party members and officials, draws red lines, and defines the bottom line. "Strict management is profound love"; strengthening discipline building is, in the final analysis, meant to protect and care for Party members and officials, guide the broad ranks of Party members and officials to enhance their self-discipline, strictly govern their conduct, and cultivate noble character.
All Party members must study the Code in its original and complete form, know not only what it says but also why it says it, and deeply understand the great significance of Party discipline building from the perspective of the Party's long-term governance, the country's lasting peace and stability, and the people's happiness and well-being. They must treat the study and implementation of the newly revised Code as an important political task, accurately grasp its main purpose and essence, consciously internalize discipline in their minds and externalize it in their actions, and provide strong disciplinary support for solidly carrying out real estate work.
This is an inevitable requirement for the whole Party to deeply understand the decisive significance of the "Two Establishments" and resolutely achieve the "Two Upholds." The "Two Establishments" are the greatest certainty, the greatest confidence, and the greatest guarantee for the Party to overcome all difficulties and obstacles and respond to all uncertainties; the "Two Upholds" are the Party's highest political principle and fundamental political rule, and strict discipline is an important guarantee. This revision of the Code strictly implements the various arrangements and requirements of the 20th National Congress of the Communist Party of China on upholding and strengthening the Party's overall leadership and the centralized, unified leadership of the Party Central Committee, and highlights political discipline and political rules. Our study and implementation of the Code will help us more deeply understand the decisive significance of the "Two Establishments" and more resolutely achieve the "Two Upholds," and will help us unify our thinking, will, and action on the new journey and advance in step.
This is a concrete action to implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Since the 19th National Congress of the Communist Party of China, General Secretary Xi Jinping has put forward a series of new ideas, new viewpoints, and new judgments on improving the system of full and rigorous Party self-governance, solving the unique challenges of a large party, and comprehensively strengthening Party discipline building. He has emphasized persisting in the strict tone, strict measures, and strict atmosphere over the long term, placing discipline building in a more prominent position, and consistently addressing Party spirit, Party conduct, and Party discipline together, so that the whole Party develops a high degree of consciousness in observing rules and discipline. The Code translates General Secretary Xi Jinping's important expositions on comprehensively strengthening Party discipline building into disciplinary requirements. Our study of and compliance with the Code is precisely the study and application of the Party's innovative theory and its positions, viewpoints, and methods, and, through disciplinary guarantees, the relentless advancement of full and rigorous Party self-governance.
This is the practical need in the new era to take firm action to grasp discipline and exercise full and rigorous Party self-governance. Since the 18th National Congress of the Communist Party of China, our Party has enforced iron discipline with the tenacious will to leave a mark when striking iron and a print when treading on stone, and has urged all Party members to observe it together through education, guidance, supervision, and other means. At the same time, we must clearly see that there are still some problems in governing the Party and managing its members: privilege-seeking thinking and phenomena still exist, and problems such as hidden and mutated forms of the "four forms of decadence," violations of national financial and economic discipline, and violations of the Central Committee's eight-point decision on improving conduct and its implementation rules still occur from time to time. The Code adheres to targeted treatment, focuses on key and difficult issues in discipline inspection and supervision, enriches the circumstances of disciplinary violations, and refines punishment provisions, so as to better give iron discipline "teeth" and make it effective. In studying and implementing the Code, we must attach importance to discipline, remain vigilant, and know where to stop, so that iron discipline truly becomes our daily habit and conscious observance.
This is the practical requirement for summarizing the experience of governing the Party and improving disciplinary norms while keeping pace with the times. Since the 18th National Congress of the Communist Party of China, the Party Central Committee has persistently strengthened discipline building, focused on the "key few" in grasping discipline, improved the norms for managing the daily conduct of Party members and officials, advanced the ability of leading officials to be promoted or demoted, addressed formalism to reduce the burden on the grassroots, and thoroughly tackled corruption and misconduct in areas related to people's livelihood; important practical and institutional achievements have been made in discipline building. Focusing on implementing the 20th National Congress of the Communist Party of China's arrangements for strengthening all-round management and regular supervision of officials, and on the basis of summarizing practical experience, the Code improves disciplinary norms while keeping pace with the times. In studying and implementing the Code, we must understand and execute discipline completely, accurately, and comprehensively, so that discipline escorts us forward.
The life of a system lies in its execution. In light of the actual work of the Party branch of the Real Estate Department and real estate work, we must make great efforts in the following areas to study and implement the newly revised Code:
Carry out in-depth study. The Party branch, Party groups, and youth theoretical study groups should take the study and implementation of the Code as an opportunity to effectively strengthen discipline study and discipline education, adopt various methods such as concentrated study, discussion, and individual self-study, earnestly organize Party members and officials to study the Party Constitution, Party rules, and Party discipline, carry out warning education, clarify discipline through cases, and explain the law through cases, and educate and guide Party members and officials (including comrades on secondment or temporary assignment) to continuously enhance the ideological, political, and action consciousness of observing discipline and the law.
Compress responsibilities at every level. Department and bureau-level officials should take the lead in implementing the Code, be strict with themselves, strictly fulfill their responsibilities, and strictly manage those under their jurisdiction, using the "key few" to drive the "vast majority." Branch committee members, Party group leaders, and division-level officials should strictly implement the Code and model compliance with Party rules and discipline. All Party members should earnestly implement the Code, truly place themselves and their responsibilities within it, deeply understand the important content and focus of the Code, strengthen self-restraint, improve immunity, and gather the spirit to do work and start businesses.
Highlight key points and ensure implementation. First, in the political aspect, we must strictly enforce political discipline and political rules, strictly implement the revised "Nine Prohibitions" Provisions of the Discipline Inspection and Supervision Group of the Ministry's Party Leadership Group on Resolutely Safeguarding the Centralized and Unified Leadership of the Party Central Committee, raise our political standing, firmly support the "Two Establishments," and resolutely achieve the "Two Upholds." Second, in the ideological aspect, we must thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, especially the content written into the Code on "adhering to self-revolution," "promoting the resolution of the unique challenges of a large party and improving the system of full and rigorous Party self-governance," and "persisting in the strict tone, strict measures, and strict atmosphere over the long term," and truly understand, grasp, and implement them. Third, in the work aspect, we must resolutely implement the decisions and arrangements of the Party Central Committee and the State Council and, in accordance with the work requirements of the Ministry's Party Leadership Group, do a good job in real estate work. We must keep the "top priorities of the country" in mind, adhere to a people-centered approach, consciously plan and advance real estate work from the overall situation of the cause of the Party and the country, and perform the duties of real estate market supervision in accordance with the law and regulations. We must guide local authorities to urge real estate enterprises, during the development of real estate projects, to resolutely prevent behavior such as large-scale demolition and construction and the destruction of historical and cultural heritage. In the qualification review process, we must resolutely prevent review experts from being subjected to "backdoor approaches" and ensure that qualification reviews and related work are carried out fairly and impartially. Fourth, in the conduct aspect, we must strictly implement the revised Provisions on the "Ten Prohibitions" Against Formalism and Bureaucratism, start from every word and deed and from small matters, maintain a good work style, cultivate healthy interests in life, consciously resist unhealthy trends, and take the lead in fostering new trends. We must always keep the string of integrity and self-discipline taut, maintain "close yet clean" relations with service recipients, and at all times keep our minds steady, our conduct under control, and our integrity intact.
Adhere to combining strict management with profound care. We must unify strict management and supervision with encouraging responsibility and action, strengthen routine supervision and management, uphold and improve the systems of democratic life meetings, organizational life meetings, and intra-Party heart-to-heart talks, make good use of criticism and self-criticism, care about the work and life of Party members and officials, pay attention to their ideological dynamics, promptly discover emerging and tendentious problems, and address them early and prevent them from growing.
Studying the Code is a long-term matter, and implementing it is always ongoing. Everyone must continuously enhance discipline awareness and rule awareness, engrave discipline and rules in their hearts, restrain every word and deed with the Party Constitution, Party rules, and Party discipline, know reverence, fear, and the bottom line, put strict observance of discipline and rules into practice, and promote the formation of a good political atmosphere.
