The General Office of the Ministry of Housing and Urban-Rural Development recently issued a notice, requiring all localities to fully recognize the severe situation of current urban drainage and waterlogging prevention work, deeply summarize experiences and lessons, and with a sense of responsibility and mission of "always feeling uneasy," solidly carry out the 2024 urban drainage and waterlogging prevention work.
The notice pointed out that 2024 is the 75th anniversary of the founding of the People's Republic of China and a crucial year for achieving the goals and tasks of the "14th Five-Year Plan," and doing a good job in urban drainage and waterlogging prevention is of great significance. According to forecasts by meteorological departments, this year's flood control situation remains severe, with more extreme weather and climate events, and a relatively high possibility of regional and phased flood and waterlogging disasters.
The notice requires that work responsibilities be fully implemented. All localities should urge urban people's governments to fulfill their primary responsibilities for drainage and waterlogging prevention, and provide full guarantees for urban drainage and waterlogging prevention work in terms of personnel, finances, and materials; they should improve the working mechanism for urban drainage and waterlogging prevention, clarify departmental division of labor, and do a good job in the planning, construction, and project reserve of drainage and waterlogging prevention facilities.
It is necessary to solidly carry out the inspection and maintenance of drainage and waterlogging prevention facilities and equipment. All localities should seize the critical opportunity before the flood season, carry out supervision and inspection, organize cities to conduct self-assessment inspections, and establish a working mechanism for discovering problems, solving problems, evaluating effects, and consolidating and improving; they should guide and urge the housing and urban-rural development (drainage) departments of each city to do a good job in the cleaning and maintenance of drainage pipe networks and the maintenance of facilities and equipment.
It is necessary to accelerate the rectification of waterlogging-prone points and hidden danger points. The housing and urban-rural development (drainage) departments of each city should comprehensively investigate waterlogging and ponding risks, promptly update the ledger of waterlogging-prone points, and on the basis of systematic planning, formulate "one point, one policy" plans, distinguish priorities and degrees of impact, refine governance tasks, clarify responsible units and responsible persons, and eliminate risks and hidden dangers. For waterlogging and ponding points that cannot be rectified in place before the flood season, temporary emergency response measures should be taken, conspicuous and easily identifiable public warning signs should be set up, and emergency rescue and patrol duty personnel should be arranged to avoid casualties. It is necessary to strengthen patrol inspection and maintenance of urban infrastructure in waterlogging-prone areas to prevent electric leakage accidents caused by ponding in municipal facilities such as street lamp poles; it is necessary to carry out investigation and rectification of risk points such as depressed interchanges, sunken tunnels, and urban low-lying areas, and promptly eliminate ponding hidden dangers; for important points such as entrances and exits and ventilation openings of subways and underground building spaces, measures against inundation and backflow should be taken. Under extreme weather conditions or when severe waterlogging disasters may occur, decisive measures such as suspending work, production, and transportation and evacuating for safety should be taken. At the same time, popular science publicity on urban drainage and waterlogging prevention should be widely carried out to enhance the public's awareness of disaster prevention and risk avoidance.
It is necessary to continuously promote the construction of the urban drainage and waterlogging prevention system. All localities should guide the housing and urban-rural development (drainage) departments of cities to implement the relevant requirements of the "14th Five-Year Plan Action Plan for the Construction of the Urban Drainage and Waterlogging Prevention System," and in accordance with the principle of combining short-term and long-term considerations and highlighting key points, strive to promote the construction of drainage pipe networks, drainage pumping stations, storage facilities, drainage channels, and protection facilities at important points, and accelerate the building of an urban drainage and waterlogging prevention engineering system featuring "source emission reduction, pipe network discharge, combining storage and drainage, and emergency response to exceedance." It is necessary to make good use of government bond funds, accelerate project construction progress, and bring benefits into play as early as possible. It is necessary, in conjunction with the construction of urban infrastructure lifeline projects, to deploy necessary intelligent sensing terminal equipment according to local conditions at key nodes of drainage facilities and waterlogging-prone ponding points, and enhance the level of intelligent drainage and waterlogging prevention.
It is necessary to strengthen the joint drainage and joint dispatch of floods and waterlogging. Housing and urban-rural development (drainage) departments at all levels should strengthen information sharing and coordinated cooperation with departments such as meteorology, emergency management, water resources, and transportation, pay close attention to rainfall, water conditions, and waterlogging conditions, promptly activate emergency responses, strengthen the joint drainage and joint dispatch of rivers and lakes, sluices, drainage pipe networks, pumping stations, etc., and promptly adopt methods such as pre-emptying and pre-lowering water levels according to meteorological warning information to free up space in pipe networks, river channels, and storage facilities, ensuring smooth rainwater storage and drainage.
The notice emphasizes that all localities should guide and urge the housing and urban-rural development (drainage) departments of cities to conduct comprehensive self-inspections of pre-flood season preparations and waterlogging control work, compile a pre-flood season self-inspection report for the province (autonomous region, municipality), and submit it to the Department of Urban Construction of the Ministry before April 26, 2024.
