The Implementation Plan proposes strengthening the application of comprehensive public credit evaluation results, encouraging local financing credit service platforms to develop distinctive functional modules for strategic emerging industries, future industries, green and low-carbon development, key industrial chains and supply chains, "agriculture, rural areas and farmers," and other areas, supporting financial institutions in making good use of distinctive credit information, and launching financial products and services for segmented fields in response to market needs.

  General Requirements

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implementing the spirit of the 20th National Congress of the Communist Party of China, completely, accurately and comprehensively implementing the new development philosophy, accelerating the construction of a new development pattern, striving to promote high-quality development, improving the basic data system, increasing coordination in the construction of financing credit service platforms, improving the mechanism for collecting and sharing credit information, deeply advancing the "Credit-Easy Loan" work, deepening the application of credit big data, safeguarding information security and the legitimate rights and interests of business entities, and promoting financial institutions to transform their business concepts, optimize financial services, and prevent and control financial risks, so as to provide high-quality financial services for enterprises, especially small, medium and micro enterprises.

  Increasing Coordination in Platform Construction

  (1) Clarifying the channels for collecting and sharing credit information. Strengthen the "general hub" function of the National Credit Information Sharing Platform (hereinafter referred to as the Credit Information Platform) for collecting and sharing credit information, and enhance data sharing of the National Basic Database of Financial Credit Information. The Credit Information Platform shall uniformly collect various types of credit information and share it with departments and localities as needed. Relying on the Credit Information Platform, build a national financing credit service platform and connect it with local financing credit service platforms to form a nationally integrated platform network, serving as the "** outlet" for centrally providing public credit information services to financial institutions; credit information services in their respective fields provided by departments to financial institutions shall not be subject to this restriction. Adhere to the financial infrastructure positioning of the National Basic Database of Financial Credit Information, and provide high-quality professional credit reporting services for financial institutions.
  (2) Strengthening the integration and unified management of local platforms. Integrate local financing credit service platforms that have duplicate functions or operate inefficiently; in principle, only one provincial-level platform shall be retained per province, and no more than one platform shall be established per city or county; all local platforms shall be uniformly incorporated into the nationally integrated platform network and managed through a list-based approach, so as to reduce redundant construction and idle waste of resources. The National Development and Reform Commission is responsible for coordinating the construction of financing credit service platforms and promoting the integration and unified management of local platforms. All regions shall complete platform integration by the end of December 2024, and orderly carry out asset transfer, data handover, personnel placement and other work, ensuring that platform service functions are not affected during the integration period.
  (3) Strengthening guidance for local platform construction. Unify the standards for local financing credit service platforms to access the nationally integrated platform network, optimize credit information services, and promote the standardized and healthy development of local platforms. Relying on urban credit monitoring and the creation of social credit system construction demonstration zones, strengthen guidance for improving platform data quality. Make full use of existing paired assistance mechanisms, further deepen cooperation in the construction of financing credit service platforms between the eastern region and the central and western regions, and promote the central and western regions to accelerate the advancement of the "Credit-Easy Loan" work.
Optimizing the Mechanism for Collecting and Sharing Information
  (4) Clarifying the scope of credit information collection and sharing. Based on the actual needs of financial institutions for credit information, further expand the scope of credit information collection and sharing, incorporate information on key enterprise personnel, various qualification information, import and export information, etc. into the credit information collection and sharing list (see the annex), and the National Development and Reform Commission shall take the lead in updating the list in due course. All regions shall give full play to the role of local financing credit service platforms, further break down data barriers, increase efforts to collect and share credit information outside the list in accordance with laws and regulations, compile provincial-level credit information collection and sharing lists in light of local realities, and effectively expand the breadth and depth of data collection and sharing.
  (5) Improving the quality and efficiency of credit information sharing. For credit information that has been centrally managed by relevant national departments, efforts shall be increased to promote "headquarters-to-headquarters" sharing. Strengthen collaborative governance of data quality, unify data collection standards, promptly carry out credit information repair, improve the information updating and maintenance mechanism, and ensure that data are authentic, accurate and complete. Focus on solving problems such as insufficient frequency of data sharing, insufficient interface calling capacity, and insufficient sharing of some public utility information, so as to further improve the efficiency of credit information sharing. Based on the needs of data-providing units, regularly provide feedback on data use and results. The National Development and Reform Commission shall take the lead in evaluating the quality and efficiency of credit information sharing in all regions and relevant departments.

Deepening the Development and Utilization of Credit Data

  (6) Improving information query services. Financing credit service platforms at all levels shall, in accordance with the principle of public welfare and in compliance with laws and regulations, provide financial institutions with services such as information push, information query, and credit report query, expand the scope of credit information queries, improve the credit report query system, and enhance the quality of credit reports. Support banking institutions in improving credit management systems and increasing the application of credit reports in customer screening, pre-loan investigation, in-loan approval, and post-loan management, so as to provide high-quality financial services for small, medium and micro enterprises.
  (7) Carrying out joint modeling applications. Support financing credit service platforms and financial institutions in establishing joint laboratories for the collection and processing of credit information, strengthen the development and application of sensitive data through methods such as "data not leaving the domain," and improve the level of joint modeling for financial credit granting. Encourage financial institutions to actively connect with financing credit service platforms and make full use of credit information to optimize credit product research and development, credit evaluation, and risk management.
  (8) Developing credit financing products. Give full play to the credit information aggregation advantages of chain-leading enterprises, centralized trading venues, and distinctive industrial clusters, and carry out pilot projects for "Credit-Easy Loan" special products tailored to local conditions. Strengthen the application of comprehensive public credit evaluation results, encourage local financing credit service platforms to develop distinctive functional modules for strategic emerging industries, future industries, green and low-carbon development, key industrial chains and supply chains, "agriculture, rural areas and farmers," and other areas, support financial institutions in making good use of distinctive credit information, and launch financial products and services for segmented fields in response to market needs. Accelerate the construction of the rural credit system, support financial institutions in developing financial products and services exclusively for farming households and new types of agricultural business entities, and appropriately increase the proportion of credit loans.
  (9) Expanding and enhancing platform service functions. Encourage localities to establish and improve the "policy finds people" mechanism, give full play to the advantages of local financing credit service platforms in connecting enterprises and financial institutions, and promote the direct delivery of various financial policies that facilitate the people and benefit enterprises to small, medium and micro enterprises and other business entities through the platforms. Promote financing guarantee institutions to settle in financing credit service platforms, rely on the platforms to establish multi-party cooperation mechanisms among banking institutions, the government, financing guarantee institutions, etc., and reasonably simplify procedures related to financing guarantees. Encourage localities with conditions to rely on financing credit service platforms, etc., to establish "online notarization" and "online arbitration" mechanisms and financial internet courts, so as to efficiently handle financial disputes.
  (10) Developing the credit service market. Formulate the conditions and standards for authorized operation of the Credit Information Platform. On the premise of ensuring information security, steadily open data to various credit service institutions, including credit reporting institutions, in accordance with laws and regulations, actively cultivate the credit service market, and improve the matching efficiency between supply and demand for credit financing.

  Safeguard Measures

  (11) Strengthening information security safeguards and protection of the rights and interests of information subjects. Strengthen information security management of financing credit service platforms, improve management norms and standard systems for platform connection, institutional settlement, information collection, information sharing, and data security, and effectively safeguard the security of physically collected information. Financing credit service platforms at all levels shall strengthen standardized management of information authorization, enhance security safeguards for data sharing, use, transmission, and storage, improve the ability to monitor and provide early warning and handling of security risks, and effectively ensure data security. Without desensitization processing or explicit authorization from information subjects, financing credit service platforms at all levels shall not provide information involving trade secrets or personal privacy to the outside, and shall not illegally disseminate, disclose, or sell relevant credit information.
  (12) Strengthening policy support and safeguards. Local people's governments shall provide appropriate support for the construction of financing credit service platforms at their respective levels, guide local platforms and financing guarantee institutions to strengthen cooperation, and improve the financing convenience level of small, medium and micro enterprises. Encourage localities to formulate incentive policies supporting credit financing, and give appropriate incentives to financial institutions that help small, medium and micro enterprises obtain financing through financing credit service platforms.
