A thriving ecology leads to a thriving civilization; a declining ecology leads to a declining civilization. The National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development recently jointly issued the "Work Plan for Accelerating Energy Conservation and Carbon Reduction in the Building Sector," requiring that, guided by the work of peaking carbon emissions and achieving carbon neutrality, we continuously improve energy utilization efficiency and reduce carbon emission levels in the building sector, accelerate the improvement of the quality of green and low-carbon development in the building sector, and constantly meet the people's needs for a better life.
Adhere to goal guidance and clarify the direction of "progress." Since the 18th National Congress of the Communist Party of China, under the guidance of Xi Jinping Thought on Ecological Civilization, the building sector has thoroughly implemented the new development philosophy, proactively integrated into the new development pattern, and taken energy conservation and carbon reduction as an important goal of its work. Through linkage between higher and lower levels, participation of multiple parties, and coordinated efforts, we have actively promoted the improvement of energy utilization efficiency in new buildings, implemented energy-saving and carbon-reduction renovations of existing buildings, continuously optimized the building energy consumption structure, and carried out energy conservation and carbon reduction work in the building sector in a solid manner, achieving remarkable results. However, because China's total building stock is large, the total energy consumption and carbon emissions of the building sector remain relatively high, and all parties still need to keep a firm grip on the goals without relaxation and act with the goals in sight. We will strive to ensure that by 2025, the institutional system for energy conservation and carbon reduction in the building sector is more robust, all new urban buildings fully implement green building standards, and positive progress is made in energy conservation and carbon reduction in the building sector. By 2027, ultra-low energy consumption buildings will achieve large-scale development, energy-saving renovation of existing buildings will be further advanced, the building energy consumption structure will be more optimized, a batch of green, low-carbon, high-quality buildings will be completed, and remarkable results will be achieved in energy conservation and carbon reduction in the building sector.
Highlight precise measures and carry forward the style of "practicality." Focus on prominent problems, strengthen classified guidance, and truly implement all key tasks in a detailed and thorough manner. First, strengthen full life-cycle management and advance energy conservation and carbon reduction throughout the entire building process. Comprehensively consider energy conservation and carbon reduction in all links such as the use of building materials, building design, construction, demolition, and operation; accelerate the certification, use, and promotion of green building materials; optimize the energy-saving and carbon-reduction design of new buildings; advance green and low-carbon construction; strengthen the energy-saving and carbon-reduction management of building operation; and strictly manage building demolition. Second, control increments, reduce existing stock, and improve quality to promote energy conservation and carbon reduction in urban buildings. Adopt efficient, energy-saving, and low-carbon equipment; vigorously promote ultra-low energy consumption buildings; and improve the energy-saving and carbon-reduction level of new buildings. In conjunction with work such as improving the energy efficiency of public buildings in key cities, improving the public environment of residential communities, renovating old residential communities, and clean winter heating in northern regions, coordinate the advancement of the renovation and upgrading of existing buildings. Adhere to the simultaneous implementation of "retention, renovation, and demolition," and strengthen the repair, renovation, and retained use of old buildings. Third, adhere to establishing the new before abolishing the old and addressing both symptoms and root causes, and help improve the quality and efficiency of rural housing construction. Adhere to the principles of farmers' voluntariness, adapting to local conditions, and one policy per household; promote the construction of green and low-carbon rural housing; improve the thermal insulation performance of the building envelope of new rural housing in severe cold and cold regions; and optimize the moisture-proof, heat-insulating, sun-shading, and ventilation performance of new rural housing in regions that are hot in summer and cold in winter and regions that are hot in summer and warm in winter. Carry out energy-saving renovation of existing rural housing in an orderly manner, and conduct menu-based micro-renovations of house walls, doors and windows, roofs, and floors.
Emphasize coordinated advancement and lay a solid foundation. To solidly advance energy conservation and carbon reduction in the building sector, we must work together with one heart and strengthen foundational work in laws and regulations, standards, and technology. Strengthen science and technology-driven development, accelerate the research, development, and promotion of advanced technologies, continue to promote the application of new technologies and new equipment in the building sector, promote energy management system certification in the building sector, accelerate the large-scale production of mature technology products, and support qualified enterprises in building technology research and development and training platforms. Provide institutional guidance, improve the energy consumption statistics system and indicator system of the building sector, establish and improve the building carbon emission accounting standard system, and compile carbon emission accounting standards for the building industry, building enterprises, and the entire building life cycle. Strengthen the support of laws and regulations and standards, promote the accelerated revision of laws and regulations such as the Energy Conservation Law and the Regulations on Energy Conservation in Civil Buildings; formulate and revise a batch of building energy efficiency standards in an orderly manner, and accelerate the improvement of the prefabricated building standard system. Increase policy and financial support, improve policies on fiscal and taxation matters, finance, investment, and pricing, and form a policy synergy to promote energy conservation and carbon reduction in the building sector. Strengthen publicity and guidance, carry out publicity and education on energy conservation and carbon reduction, vigorously advocate green and low-carbon production and lifestyles, enhance awareness of energy conservation and carbon reduction, and create a favorable social atmosphere for energy conservation and emission reduction.
"All things are born through the harmony they obtain, and are completed through the nourishment they receive." Today, as the construction of ecological civilization advances solidly, we must practice the concept of ecological civilization through action, and with the drive to stand at the forefront, the motivation to lose no time, and the tenacity to persevere, gather strong momentum for green development in the building sector, comprehensively promote energy conservation, carbon reduction, and high-quality development in the building sector, and contribute more strength to building a community of life in which humanity and nature coexist in harmony.
