"In order to improve the energy efficiency of existing buildings and enhance the living environment and urban appearance, this year we implemented energy-saving and thermal insulation renovation projects for building bodies in several old residential communities," said a relevant person in charge of the Urban and Rural Construction Bureau of Chengxi District, Nanning City, Guangxi Zhuang Autonomous Region. The building body energy-saving and thermal insulation renovation projects mainly cover exterior wall insulation and facades, stairwell insulation, windows and other contents within the communities. Once completed, they can both improve the energy-saving and thermal insulation functions of the buildings and beautify the building facades.
At present, China has a large total stock of existing buildings, with high energy consumption and carbon emission intensity, and energy-saving and carbon-reduction renovation faces considerable difficulty. The Work Plan for Accelerating Energy Conservation and Carbon Reduction in the Building Sector specifies that for existing urban buildings, all regions should formulate annual renovation plans for existing buildings on a city-by-city basis, and advance them in a coordinated manner in conjunction with such work as improving the energy efficiency of public buildings in key cities, improving the public environment of residential communities, renovating old residential communities, and clean winter heating in northern regions.
Coordinated Advancement to Help Public Buildings Reduce Carbon Emissions
To promote green and low-carbon development in the building sector, Shanghai is actively advancing energy-saving renovation of existing public buildings and incorporating regulatory requirements for building energy-saving renovation into the entire process of approval management for building decoration and renovation projects. It focuses on the renovation of entire buildings undergoing decoration and renovation and of small public institution buildings, and actively cultivates energy-saving renovation projects with an energy-saving rate of 15% or above. It promotes suitable and reliable energy-saving renovation technologies and encourages the adoption of market-based renovation mechanisms such as energy performance contracting.
Beijing will promote energy-saving and green renovation of existing buildings and link it with urban renewal projects. It requires that when existing public buildings are rebuilt, expanded or externally decorated and renovated, corresponding energy-saving and green renovation should be implemented simultaneously. It encourages the simultaneous implementation of energy-saving and green renovation with barrier-free environment construction and age-friendly and child-friendly renovation.
For existing state organ office buildings and public buildings invested by the government or mainly by the government that exceed building energy consumption quotas, have undergone energy audits and meet the conditions for energy-saving renovation, Guangzhou City, Guangdong Province, requires that such buildings implement energy-saving renovation. After renovation, the overall performance of the buildings, or the thermal performance and energy efficiency indicators of the parts involved, should comply with mandatory building energy-saving standards, and low-cost renovation measures such as shading and improved ventilation should be prioritized.
Harbin City, Heilongjiang Province, requires the implementation of pilot projects for energy-saving and green renovation of public buildings. In conjunction with urban renewal and the adjustment and upgrading of building functions, it focuses on advancing energy-saving and green renovation and operation management of public institution buildings of provincial and municipal government agencies, and selects 3 to 5 public institution buildings of more than 20,000 square meters for pilot energy-saving and green renovation. It will advance in due course the energy-saving and green renovation of large public buildings such as schools and hospitals, sports venues and business offices, striving to raise the comprehensive energy-saving rate by 5 to 10 percentage points.
Organic Integration to Improve the Energy Efficiency of Residential Buildings
For the energy-saving renovation of existing residential buildings, Harbin combines the improvement of existing building energy efficiency with the upgrading of old residential community renovation, and continues to carry out energy-saving and green renovation of old residential communities, including exterior wall and roof insulation and waterproofing and old pipe networks. For residential buildings with a long service life and low energy-saving standards, on the basis of linking with the original old residential community renovation policies, it explores methods such as "national subsidies + government support + residents' self-funding", applies for support from national special bonds and subsidy funds for old community renovation, and guides and encourages residents to voluntarily replace doors and windows in their own units. It actively seeks national support and, by actively planning projects, raises supplementary construction funds for old community renovation projects through bond funds and national subsidy funds. Through the energy-saving renovation of existing buildings, a series of problems affecting residents' quality of life in some old residential communities have been solved, and a large number of long-neglected communities have regained vitality in the energy-saving renovation projects, making residents increasingly happy.
Liaoning Province stipulates that, except for illegal buildings and buildings that have been appraised as dangerous housing and have no value for repair and retention, current buildings shall not be demolished on a large scale or in concentrated contiguous areas. It is necessary to strengthen the appraisal and assessment of energy-saving renovation, implement energy-saving renovation of existing buildings with renovation value, define annual renovation targets, compile special renovation plans, and renovate all buildings that have renovation value and conditions to the extent possible. In conjunction with the renovation of old urban residential communities, it carries out building energy-saving renovation and forms a comprehensive energy-saving, low-carbon and livable renovation model advanced in a coordinated manner with the improvement of the public environment of communities, the renovation of age-friendly facilities, and the improvement and renovation of infrastructure and building use functions. It guides residents to purchase high-energy-efficiency products when replacing components and equipment such as doors and windows, air conditioners and wall-hung boilers.
Clean Heating + Energy-Saving Renovation: Diversified Reduction of Energy Consumption in Existing Buildings
To achieve the synergistic enhancement of pollution reduction and carbon reduction, Shenyang City, Liaoning Province, combines energy-saving renovation of existing buildings with clean heating, and implements low-carbon heating and building energy efficiency improvement for urban village households and township households that cannot be connected to central heating. Included in the central government-funded clean heating projects in northern regions, it must complete the renovation tasks of the implementation plan on schedule. It implements renovation of existing non-energy-saving buildings with renovation value in urban areas, encourages existing public buildings to undergo ultra-low energy consumption renovation, fully implements existing energy-saving standards, and steadily reduces building energy consumption.
Harbin City requires accelerating the implementation of heating energy-saving renovation, continuously advancing the renovation of old heating pipe networks, renewing and renovating heating systems inside buildings, and improving the heat transmission capacity of heating pipe networks. It promotes the application of smart heating, builds a municipal-level smart heating platform, and eliminates uneven heating and energy waste. It implements metered charging for public buildings, promotes energy-saving through user behavior in public buildings, and trials household metering for residential users.
Gansu Province proposes to coordinate the implementation of energy-saving renovation of existing buildings in conjunction with work such as clean heating. It urges and guides cities and prefectures such as Lanzhou, Jinchang, Wuwei and Linxia to accelerate the implementation of clean heating pilot projects in northern regions. It encourages and supports the use of diversified models such as energy performance contracting to carry out energy-saving and green renovation of existing public buildings, and selects a batch of public institutions with large energy-saving potential to carry out pilot projects of energy cost trusteeship services.
