CCTV News: At last year's Central Financial Work Conference, it was proposed to "strive to promote high-level financial opening-up" and to "attract more foreign financial institutions and long-term capital to China to conduct business and invest." Since the beginning of this year, foreign institutions such as public funds, private funds, and securities firms have successively obtained approval in China and increased investment, accelerating their layout in China's capital market. Foreign investors are using "real money" to express their long-term optimism about the Chinese market, and China's increasingly open financial market is attracting more foreign capital to enter.

Since the beginning of this year, a number of foreign institutions have applied to establish new securities firms in China and expand their business, and foreign public fund companies have also successively obtained approval and increased capital in China. China's increasingly open financial market is attracting more foreign capital to enter. On March 5, Neuberger Berman Fund increased its capital to 420 million yuan. On March 18, the foreign private equity giant Hamilton Lane established a presence in Shanghai. Six foreign public fund companies, including BlackRock Fund and Fidelity Fund, have successively increased their registered capital. International private equity giants are also accelerating their layout in the Chinese market. Since the beginning of this year, three international asset management giants—Hamilton Lane, Brookfield, and KKR—have successively established a presence in Shanghai.

On March 22, Standard Chartered Securities officially launched business in Beijing, adding one more wholly foreign-owned securities firm. Currently, the number of foreign-controlled securities firms in China has increased to 10. In addition, Citigroup Securities, Mizuho Securities, and BNP Paribas Securities are also "queuing up" waiting to enter.

Behind the accelerated "beachhead" expansion of foreign institutions in the Chinese market is the sustained effort of a policy "combination punch." In August 2023, the State Council issued guidelines supporting the direct use of raised overseas RMB for relevant domestic investment. The Central Financial Work Conference proposed enhancing the competitiveness and influence of Shanghai as an international financial center and consolidating and elevating Hong Kong's status as an international financial center. On March 19 of this year, the General Office of the State Council issued a specific action plan, once again emphasizing the encouragement of foreign investment to establish private equity funds and conduct various investment activities in accordance with the law.

In recent years, China has successively introduced more than 50 opening-up measures in the financial sector. A series of opening-up measures have helped accelerate the formation of a new pattern of comprehensive opening-up that is broader in scope, wider in fields, and deeper in level. At present, more than 200 foreign banks have established institutions in China, and 1,128 overseas institutions have entered China's bond market. Since the removal of foreign ownership limits in 2020, the China Securities Regulatory Commission has approved 24 foreign-controlled or wholly foreign-owned securities, futures, and fund companies. At present, China has completely removed foreign ownership limits in the banking, securities, fund management, futures, and life insurance sectors, granted national treatment to foreign institutions in areas such as corporate credit reporting, rating, and payments, and substantially expanded the business scope of foreign institutions. In the future, China will further expand access for foreign financial institutions in the banking and insurance sectors and support foreign institutions in better investing and doing business in China.
