Recently, the Haikou Binhai Interchange Reconstruction Project officially opened to traffic. The project can effectively alleviate traffic pressure, increase vehicle throughput, and make vehicle travel more convenient.

It is understood that the Binhai Interchange is located in the central urban area of Haikou. The project starts on the north side of the Binhai Interchange and ends at the at-grade section on the north side of the South Bridge, with a total length of about 1.23 kilometers. The scope of this reconstruction extends westward to the Yusha Road intersection and eastward to the Taihua Road intersection.

The main construction content of the project includes building a new east-to-west (EW) through ramp at the Binhai Interchange connecting Changdi Road and Binhai Avenue, widening the bottleneck section of the Binhai Interchange, and demolishing the existing west-to-south (WS) and south-to-east (SE) right-turn ramps (connecting Longkun Road to the Binhai Interchange), with corresponding widening of the at-grade auxiliary roads, etc. The works include road engineering, bridge engineering, traffic engineering, drainage engineering, electrical engineering, landscaping engineering, and more.

"After opening to traffic, travel from Changdi Road to Binhai Avenue is more convenient and faster, especially during morning and evening peak hours, when traffic pressure has been greatly alleviated," said citizen Mr. Chen.

The project commenced construction on February 15, 2023. During construction, the project overcame difficulties such as complex underground pipelines and limited construction site time, and ultimately achieved opening to traffic in 13 months.

"The Binhai Interchange is located in the core urban area. Its reconstruction requires the temporary occupation of some existing roads, making traffic diversion and traffic safety control highly difficult. The on-site construction area is narrow, and height restrictions at multiple locations on the existing roads cannot meet the passage requirements of conventional transport vehicles, so materials and equipment for the interchange area cannot enter the site, seriously hindering the project's construction progress and the simultaneous implementation of divisional and sub-divisional works," Li Feixiang, project manager of the Binhai Interchange project of China Construction Eighth Engineering Division, told reporters. In response, the project team abandoned the conventional idea that construction access roads must be continuous and adopted block-by-block and phased construction according to the existing bridge clearance. At the same time, the ground-level road expansion was completed before the ramp bridges were demolished, ensuring coordinated operation of bridge demolition and road drainage construction and solving the traffic diversion problem.

"Especially during the period after the Spring Festival, we took advantage of the favorable sunny weather to step up organization of materials entering the site from other provinces, with full manpower and full resources," Li Feixiang said. Under the premise of ensuring safety and quality, the project department worked continuously 24 hours a day. The main bridge structure was completed at the end of March, and traffic opened today.

Sun Chaolong, project leader of the Road and Bridge Company of Haikou Construction Engineering Group, introduced that after completion, the project will improve the transportation hub function of the Binhai Interchange and effectively solve the problem of insufficient traffic capacity in the area. It is of great significance for optimizing Haikou's road network layout and strengthening the traffic capacity of key nodes.
