On April 3, the Traffic Police Bureau of the Shenyang Public Security Bureau announced that the Shenyang "Road Traffic Accident Pre-litigation Mediation Service Center" was established at the Yuhong Brigade of the Shenyang Public Security Traffic Police. The center aims to minimize the burden of litigation on the parties involved and to make things as convenient as possible for them, actively carrying out work on addressing the root causes of traffic accident disputes and resolving social conflicts.

　　It is understood that, under the guidance and coordination of the Political and Legal Affairs Commission of the Yuhong District Party Committee, three departments—the district traffic police brigade, the district court, and insurance companies—assign "traffic police accident handlers, insurance company claims adjusters, quota judges of the district court, and people's mediators" to regularly station at the Road Traffic Accident Dispute Pre-litigation Mediation Service Center. They bring together personnel familiar with traffic accident handling, insurance company claims business, and legal norms, and by accurately grasping the different demands of the parties in traffic accidents, they explain the law, reason things out, and analyze the pros and cons in a down-to-earth manner, patiently helping the parties resolve their disputes.

　　According to the relevant person in charge of the traffic police brigade, for traffic accidents where the parties express a willingness to mediate and that are at a stage where mediation is possible, the traffic police, after analyzing the case, refer it to the "Litigation and Mediation Service Center," which coordinates the court and insurance companies to send personnel to participate in mediation. At the same time, they continuously consolidate the foundation for multi-party evidence collection, and through detailed and effective evidence, lay a solid foundation for subsequent mediation work, achieving on-the-spot resolution at the earliest opportunity.

　　For parties who voluntarily seek pre-litigation mediation, no fees are charged, and a case tracking system for litigation and mediation cases is adopted, providing "butler-style" service that follows through to the end. In response to the "difficulties" and "key points" encountered by the parties during mediation, corresponding assistance is provided at any time to help the parties overcome difficulties and truly achieve resolution of the case and settlement of the matter.
