Recently, the Ministry of Housing and Urban-Rural Development held a video conference on the 2024 urban drainage and waterlogging prevention work and the construction of drainage and waterlogging prevention capacity improvement projects, to guide and urge all localities to solidly carry out the 2024 urban drainage and waterlogging prevention work and advance the construction of drainage and waterlogging prevention capacity improvement projects. To hold the bottom line of safe urban operation, Yunnan, Anhui and other places have planned ahead, deployed related work, and taken the initiative in drainage and waterlogging prevention.
The video conference on the 2024 urban drainage and waterlogging prevention work and urban water conservation work held in Yunnan Province required all localities to organize and strengthen the maintenance of various drainage facilities and equipment such as underpass tunnel pump stations, pipes and channels (culverts), to ensure that facilities and equipment operate normally, safely and reliably; in light of historical waterlogging points, achieve "inspection before rain, patrol during rain, review after rain," promptly clean and renovate road rainwater grates and other rainwater collection inlets, and clear sediment from inspection wells; strengthen the management of manhole covers, promptly replace or renew missing and damaged covers, and install safety protection facilities in inspection wells to prevent casualties caused by vehicles and pedestrians falling in.
To do a good job in urban drainage and waterlogging prevention, Yunnan Province has established a working mechanism for the flood season of "province-wide video scheduling every month, key telephone scheduling every week, and daily reporting of waterlogging information." The relevant person in charge stated that all localities must assign dedicated personnel to report information on time, further improve the system of leading officials on duty and 24-hour shifts, and keep the "1262" refined forecast and response linkage mechanism for flood control emergency response smooth, ensuring that the emergency rescue command mechanism for flood control and drainage operates smoothly and orderly.
Anhui Province's key tasks for the 2024 provincial urban drainage and waterlogging prevention work include carrying out pre-flood inspections, accelerating the construction of drainage and waterlogging prevention projects, and advancing the construction of urban lifeline safety projects. The current period is critical for flood preparation. Anhui Province requires all localities to carry out investigation and rectification in advance, focusing on urban underground spaces, low-lying areas, and waterlogging-prone points, drainage and waterlogging prevention-related facilities and equipment, and the protection of important urban infrastructure; to carry out maintenance, commissioning, and debugging of pipe networks, inspection wells, rainwater inlets, drainage pump stations, and storage facilities; and to carry out clearing and maintenance of pipelines, open channels, and rivers to ensure normal operation during the flood season.
In terms of drainage and waterlogging prevention project construction, it is required to make every effort to advance the 2023 urban drainage and waterlogging prevention capacity improvement projects and ensure that all start construction before the end of May; adhere to systematic thinking, accurately plan 2024 urban drainage and waterlogging prevention projects, promptly advance preliminary work in accordance with project database requirements, and do a good job in project reserve and application. In terms of urban lifeline safety project construction, accelerate the second-phase project construction, increase the density of urban drainage and waterlogging prevention monitoring equipment, enhance the precise monitoring and early warning capability of drainage facilities such as "source—network—station—river (lake)," give full play to the monitoring, early warning, command, and scheduling functions of the information platform in drainage and waterlogging prevention work, and do a good job in simulation drills before rain, monitoring, early warning, and response during rain, and summary and improvement after rain.
To effectively ensure the safe passage of cities through the flood season, Pingliang City in Gansu Province has launched urban drainage and waterlogging prevention work, making every effort to carry out pre-flood investigation and rectification, mid-flood patrol and response, and post-flood verification and summary. On the one hand, it promptly issued notices requiring all counties (cities, districts) to strengthen risk assessment and information communication, actively revise and improve emergency plans, and carry out hidden danger investigation, maintenance and repair, and emergency drills for urban (county) municipal public facilities. On the other hand, it coordinates project supervision and scheduling, accelerates the planning and implementation of drainage and waterlogging prevention facility renewal and renovation projects, and consolidates the foundation for combining construction and management and strict prevention and control in flood control and drainage.
Xi'an City in Shaanxi Province has issued an implementation plan for improving drainage and waterlogging prevention capacity in the central urban area, striving to achieve the goal by the end of 2025 of "no water accumulation in heavy rain, no sea-viewing in rainstorms, and no disaster in extraordinary rainstorms." According to the implementation plan, Xi'an City plans to improve the drainage pipe network through engineering measures, enhance the drainage capacity of rainwater pipes, and gradually eliminate waterlogging points; improve rainwater storage and drainage capacity, restore the storage functions of Xingqing Lake, the north and south lakes of Qujiang, Fengqing Park storage tank, and others, and upgrade and renovate drainage pump stations in urban low-lying areas, underpass interchanges, and other areas; advance source control and rainwater-sewage diversion renovation, and accelerate the implementation of comprehensive treatment projects for drainage facilities within the Ming City Wall area; and carry out a three-month "pipe-clearing action" before the end of May this year to comprehensively treat functional defects in drainage pipelines. The relevant person in charge introduced that Xi'an City plans to implement 20 urban drainage and waterlogging prevention capacity improvement projects this year. In addition, it will implement rainwater-sewage diversion rectification in existing residential communities, completing 80% of the rectification tasks cumulatively this year, and completing the remaining 20% and newly added rectification tasks after investigation in 2025.
Some cities have combined the deployment of urban drainage and waterlogging prevention work with emergency drills to help comprehensively improve the city's emergency rescue capacity and level for drainage and waterlogging prevention, and to prepare for severe weather such as rainstorms during the flood season.
The drainage and waterlogging prevention emergency drill carried out in Shantou City, Guangdong Province, set up five scenarios: opening sluice gates and pumping stations to lower ditch water levels, on-site response to backflow prevention at inspection wellheads, forced pumping of rainstorm waterlogging in underpass tunnels (underground garages), reenactment of historical waterlogging emergency rescue scenarios, and strengthening the clearing and maintenance of drainage pipe networks around waterlogging-prone points. The relevant person in charge stated that this multi-scenario, multi-dimensional practical comprehensive drill fully tested Shantou City's capabilities in drainage and waterlogging prevention scheduling and command, emergency response, and rescue operations.
At the drainage and waterlogging prevention emergency drill site in Zhanjiang City, emergency rescue team members set up warning signs at the intersection at the first opportunity to remind passing pedestrians to pay attention to safety. Subsequently, the team members, with clear division of labor and tacit cooperation, quickly installed pipes, connected water pumps, lowered submersible pumps into the accumulated water, and drained the water through emergency forced drainage vehicles, effectively handling the simulated rainstorm emergency on the road section and achieving the goal of "promoting training through drills and preparing for battle through training." According to statistics, more than 30 emergency rescue team members and two support tool vehicles and two engineering vehicles each were dispatched during the entire drill.
An underground passage experienced water accumulation because a power outage prevented the water pump from drawing water. The emergency rescue vehicle rushed to the scene, started the generator set, connected power to the submersible pump, connected the hose to the municipal pipe network, and began pumping water; affected by typhoon weather, street trees on a certain road fell and blocked traffic. The emergency rescue team quickly dispatched, cut up the fallen trees, cleared the road surface, and restored traffic order... The flood control and drainage emergency drill in Huli District, Xiamen City, Fujian Province, simulated situations that may occur on roads after consecutive rainstorms or typhoons, such as urban waterlogging, water accumulation in underpasses, road water accumulation, and fallen trees blocking traffic. In the face of different disasters, emergency rescue team members quickly launched emergency plans, dispatched various rescue "wonders," and carried out flood control and drainage emergency rescue work. This emergency drill accumulated valuable experience for achieving the goal of quickly, effectively, and orderly carrying out emergency rescue work during the flood season.
