Since the proposal of the new development pattern of "building a new development paradigm with domestic circulation as the mainstay and domestic and international circulations reinforcing each other," China has taken the new development philosophy as its "baton," continuously promoting high-quality development and achieving new results. At the end of February this year, the Ministry of Housing and Urban-Rural Development convened a symposium with enterprises serving the "dual circulation" construction, further boosting confidence and charting a path for the transformation and upgrading of the construction industry and the future development of construction enterprises under the new development pattern.
The "dual circulation" is an inherent requirement for driving China's open economy toward a higher level of development and a strategic measure for reshaping China's new advantages in international cooperation and competition. Its core essence is to organically combine the strategy of expanding domestic demand with the deepening of supply-side structural reform, promote the full flow of various production factors, and drive the optimization, transformation, and upgrading of the industrial structure. As a pillar industry of the national economy, the construction industry is the "ballast" for stabilizing growth, the "reservoir" for safeguarding employment, and the "booster" for promoting investment. It has effectively driven the development of more than 50 upstream and downstream industries, including building materials and metallurgy, and is an important fulcrum for building the new development pattern. As the main market entities of construction, construction enterprises are the new force in building a modern industrial system and have made notable contributions to enhancing the quality competitiveness of the construction industry and strengthening the resilience of the construction industry chain and supply chain. They are an important force in serving the "dual circulation."
Improving quality and efficiency, building the "Four Goods," and better serving the domestic circulation. Promoting the construction of good houses, good residential communities, good neighborhoods, and good urban areas connects economic development on one end and the improvement of people's livelihoods on the other, and is an important lever for driving the upgrading of the construction industry through the upgrading of housing consumption. Taking the "Four Goods" construction as an opportunity to enhance the efficiency and level of the domestic circulation, first, we must lead and create new demand with high-quality product supply. Firmly grasping the fundamental point of enabling the people to live in peace and contentment, we should vigorously promote supply-side structural reform of the construction industry, open up resource chains, reshape industrial chains, and elevate value chains, so as to bring the quality of construction products to a new level. Second, we must empower and drive new development with high-quality scientific and technological innovation. We should continuously consolidate world-leading technologies such as the "sky-building machine," concentrate efforts on tackling "bottleneck" technologies such as BIM (Building Information Modeling), vigorously promote practical technologies that benefit the people such as digital homes, and accelerate the formation of new quality productive forces in the construction industry. Third, we must unleash and stimulate new vitality with a high-standard market system. By building a unified national market, we should further smooth the domestic circulation, strive to create an honest, trustworthy, and fair-competition market environment, and enable enterprises to open up, stay rooted, and remain highly motivated.
Seizing opportunities and setting sail to "go global" to promote the domestic and international dual circulation. From the perspective of the domestic market, on the one hand, China has shifted to a stage of high-quality development, with notable institutional advantages, a long-term positive economic outlook, a solid material foundation, and abundant human resources; the construction industry's continued development enjoys advantages and conditions in many respects. On the other hand, new urbanization is advancing rapidly, new infrastructure and traditional infrastructure have entered an accelerated period of integrated development, and the proposal of the "dual carbon" goals and the development of intelligent construction have also provided new market opportunities for the construction industry. From the perspective of the international market, on the one hand, investment along the "Belt and Road" has increased in scale and industrial integration has strengthened; the "hard connectivity" of infrastructure and the "soft connectivity" of rules and standards have continued to deepen, unleashing enormous potential for international cooperation. On the other hand, many developed countries face the renewal and renovation of infrastructure, and market space there is worth further exploration. The construction industry must both grasp domestic market opportunities and consolidate the foundational conditions for high-quality development, and open up international market space, promoting mutual reinforcement of domestic and international circulation through high-level opening up.
Building the new development pattern is a systemic and deep-level transformation that bears on the overall situation, and it is a strategic plan that is grounded in the present and looks to the long term. Standing at the historical juncture of the "Two Centenary" goals, we must continue to fully, accurately, and comprehensively implement the new development philosophy, unswervingly deepen reform, expand opening up, and promote innovation, serve the new development pattern through the transformation and upgrading of the construction industry, promote the industry's "great development" through "dual circulation," and drive the formation of a higher-quality domestic circulation and a higher-level international circulation, striding forward toward the grand goal of Chinese-style modernization.
