Recently, the 2024 national bond-funded reservoir project in Heilongjiang Province—the Tieli City Xiaobaihe Reservoir Construction Project—officially commenced construction.

　　The project has a total storage capacity of 60.34 million cubic meters, a water supply volume of 13.21 million cubic meters, and a flood control storage capacity of 2.55 million cubic meters. The project is located in the southeastern part of Tieli City, upstream of the urban water supply basin. Once completed, it will enable joint dispatch with existing water conservancy canals, basically meeting the domestic, industrial, and municipal water needs of the receiving area, and safeguarding water for the source area and downstream ecological environment. The project is being constructed by China Railway Construction Bridge Engineering Bureau Group Fourth Engineering Co., Ltd., a national comprehensive construction Grade I enterprise. The preliminary design approved a dynamic total investment of 858.66 million yuan, and the first phase is expected to be completed in September 2027. After completion, the high-quality water resources of Xiaobaihe Reservoir can meet the water needs of Tieli City's population of 270,000, effectively improving drinking water quality, improving irrigation conditions for existing downstream paddy fields, and meeting the irrigation water needs of 22,000 mu of paddy fields in the irrigation district.

　　In recent years, the Tieli Municipal Party Committee and Municipal Government have thoroughly implemented Xi Jinping Thought on Ecological Civilization, actively practiced General Secretary Xi Jinping's water governance approach of "prioritizing water conservation, balancing spatial distribution, systematic governance, and leveraging both government and market forces" and the spirit of his important expositions on water governance, adhered to the concept of prioritizing ecology and green development, strived to foster a sound water ecological environment, and accelerated the construction of a new pattern of high-quality water conservancy development. The city has successively won numerous honors, including National Water Conservancy Scenic Area, a county commended by the State Council for its river and lake chief system, and National Rural Revitalization Demonstration County. After the Xiaobaihe Reservoir Construction Project is completed, it will further improve the water ecological environment, comprehensively enhance regional flood control and disaster reduction capacity and regional agricultural irrigation coverage, increase regional grain output, and promote rural revitalization and development.

　　According to Gao Jianjun, Director of the Tieli City Water Affairs Bureau, after the Xiaobaihe Reservoir Construction Project is completed, it will be able to control floods from the upstream mountainous areas and raise the flood control standard at the Baihe Forestry Farm cross-section downstream from the current once-in-5-years level to once-in-10-years. At the same time, Xiaobaihe Reservoir will also be equipped with a digital water conservancy system and incorporated into Tieli City's digital water conservancy platform to achieve intelligent water resource management. Tieli City will also rely on the digital water governance system to accelerate the development of new quality productive forces in water resource governance, promote the sustainable use of water resources, and make every effort to build a better and superior water ecological environment.
