Recently, the 2024 treasury-bond-funded reservoir project in Heilongjiang Province—the Xiaobaihe Reservoir Construction Project in Tieli City—officially commenced construction.

　　It is understood that the Xiaobaihe Reservoir project in Tieli City is a comprehensive water conservancy project focused primarily on urban water supply, while also accommodating farmland irrigation and downstream flood control. It has a total storage capacity of 60.34 million cubic meters, a water supply volume of 13.21 million cubic meters, and a flood control storage capacity of 2.55 million cubic meters. The project is located in the southeastern part of Tieli City, upstream of the urban water supply basin. Once completed, it will enable joint dispatch with existing water conservancy canals, basically meeting the domestic, industrial, and municipal water needs of the beneficiary area, and safeguarding water for the source area and downstream ecological environment. The project is being constructed by China Railway Construction Bridge Engineering Bureau Group Fourth Engineering Co., Ltd., a national comprehensive first-class construction enterprise. The approved preliminary design sets the dynamic total investment at 858.66 million yuan, and the first phase is expected to be completed by September 2027. After completion, the high-quality water resources of Xiaobaihe will meet the water needs of Tieli City's population of 270,000, effectively improving drinking water quality, improving irrigation conditions for existing downstream paddy fields, and meeting the irrigation water needs of 22,000 mu of paddy fields in the irrigation district.

　　In recent years, the Tieli Municipal Party Committee and Municipal Government have adhered to the concept of ecological priority and green development, striving to create a sound water ecological environment and accelerating the establishment of a new pattern of high-quality water conservancy development. They have successively won multiple honors, including National Water Conservancy Scenic Area, counties commended by the State Council for river and lake chief system supervision, and National Rural Revitalization Demonstration County. After the Xiaobaihe Reservoir Construction Project is completed, it will further improve the water ecological environment, comprehensively enhance the regional flood control and disaster reduction capacity and the coverage of regional agricultural irrigation, increase regional grain output, and promote rural revitalization and development.

　　According to Gao Jianjun, Director of the Tieli City Water Affairs Bureau, after the Xiaobaihe Reservoir Construction Project is completed, it will be able to control floods from the upstream mountainous areas and raise the flood control standard at the Baihe Forestry Farm section downstream from the current once-in-5-years level to once-in-10-years. At the same time, the Xiaobaihe Reservoir will also be equipped with a digital water conservancy system and incorporated into Tieli City's digital water conservancy platform to achieve intelligent water resource management. Tieli City will also rely on the digital water governance system to accelerate the development of new quality productive forces in water resource governance, promote the sustainable use of water resources, and make every effort to build a better and superior water ecological environment.
