In terms of fully accelerating project construction, we will thoroughly organize and carry out the "Major Project Breakthrough Year" activity, solidly advance 90 provincial and municipal major projects with a total investment of 36.5 billion yuan, and concentrate superior forces on a number of landmark projects with major driving effects, such as the Tala River Pumped-Storage Power Station, the JIAZE zero-carbon energy storage battery project, and the Aodong traditional Chinese medicine formula granules project. From the main dimensions of expanding investment volume, improving development quality and efficiency, and enhancing competitive strength, we will focus on raising the level of project construction and strive to achieve "two 100%s" in the project commencement rate and the annual investment completion rate.

In terms of fully safeguarding project factors, we will optimize the mechanism of "factors following projects," give priority to allocating resource factors for key provincial and prefectural projects, ensure that land, energy, environmental, and other factor resources are "fully guaranteed as needed," and promote rapid project construction and rapid results. Closely tracking each key link of project procedure handling, factor guarantee, construction, and completion and commissioning, we will implement the work advancement mechanism of "ten-day scheduling, monthly supervision, quarterly inspection, and annual summary,"压实 departmental and territorial responsibilities, generate more incremental investment for the current period, and give play to the key supporting role of effective investment in stabilizing growth and adjusting structure.

In terms of fully strengthening project reserves, we will improve the quality of project planning and reserves, take the construction of the new "464" industrial pattern and the cultivation of new quality productive forces as the main direction of project planning, vigorously cultivate and introduce high-quality projects that extend, supplement, and strengthen the industrial chain, and focus on planning important infrastructure and livelihood projects that enhance urban functions and shore up weaknesses in people's livelihood, so as to achieve both quantitative and qualitative improvement in project reserves. Adhering to looking from a high vantage point and starting from practical work, we will, around ultra-long-term special government bonds, central budget investment, and other funds, make intensive efforts in the planning and reserving of policy-based projects, lay a solid foundation for preliminary work, and strive for maximum support.
