　　In promoting urban-rural integrated development, it will deepen the planning and urban design of 24 key areas under the "three optimizations and strengthenings," accelerate the construction of 875 project clusters and 442 basic function expansion and sinking projects, and complete an investment of more than 140 billion yuan. It will promote the first, second, and third circles to form paired linkages and begin to show results, and cooperatively implement more than 200 projects in the "three batches" of industrial attraction and cultivation, industrial collaboration, and public service supporting facilities. It will continue to deepen new urbanization with county towns as important carriers, issue a medium- and long-term plan for new urbanization, and continuously reserve major projects worth more than 100 billion yuan for strengthening weak links and shoring up shortcomings in county towns.

　　Focusing on improving and enhancing people's well-being, it will further promote the expansion, sinking, high-quality, and balanced development of public services, establish a precise public service allocation mechanism adapted to the urban spatial structure, functional layout, population distribution, and economic development, and coordinate the implementation of more than 500 key projects under the Top Ten Projects for a Happy and Beautiful Life; accelerate the planning and construction of "dual-use for normal and emergency" public infrastructure, and launch the implementation of pioneering and demonstration projects.
