On March 26, the 2024 News Conference on Natural Resource Element Guarantee of the Zhejiang Provincial Department of Natural Resources was held in Hangzhou. According to the conference, this year the Zhejiang natural resources system will focus on improving rural planning management from three aspects, helping the province deepen the new-era "Ten Million Project" and comprehensively build a model for rural revitalization.

　　Natural resources are the material foundation and spatial carrier of economic and social development, and sound rural planning is the ** step of rural revitalization. Looking back at Zhejiang's development journey, its early-starting rural planning optimized the rural spatial layout and effectively supported the implementation of the "Ten Million Project."

　　Now, facing the new requirements of new urbanization and comprehensive rural revitalization, Zhejiang will, on the one hand, innovatively build a "141X" rural planning system.

　　Among them, the ** "1" is the county-level territorial spatial master plan, strengthening urban-rural integration, clarifying village classification, and optimizing the village system; "4" refers to gradually deepening rural planning and design at four levels: township-level planning, village planning, rural design, and farmhouse design; the second "1" is building a digitally empowered "one map for rural planning"; and "X" refers to relevant special plans involving rural areas such as agriculture, forestry, transportation, water conservancy, and culture and tourism, focusing on coordinating the engineering projects proposed in relevant special plans and coordinating land use layout.

　　On the other hand, the province will promote village planning compilation guided by practicality.

　　Village planning is the detailed planning of rural areas, emphasizing practicality, usability, and effectiveness, and being compiled as needed and in an orderly manner. Zhejiang has made it clear that suburban integration villages are generally incorporated into the detailed planning of urban units for coordinated compilation; villages for agglomeration construction and rectification and upgrading should give priority to compiling village plans; villages to be relocated or merged, and other villages without demand or conditions, may also not compile village plans.

　　In addition, the province will study "general-rule-style" rural planning management provisions to achieve full coverage of rural planning management.

　　Villages that do not need or have not yet compiled village plans still have needs such as farmers building houses, public facility construction, and rural environmental quality improvement, and also require planning guidance. In this regard, Zhejiang has clarified village construction boundaries and control and guidance requirements for cultivated land and permanent basic farmland, ecology, history and culture, natural disaster risk prevention and control, and landscape features, providing a planning basis for universal and most rural space utilization activities.

　　"We reasonably simplify the content of village planning compilation in accordance with the requirement of 'compile what is used.'" said Tang Xiaolu, deputy director of the Territorial Spatial Planning Bureau of the Zhejiang Provincial Department of Natural Resources. This year Zhejiang will issue relevant provisions on rural planning management, coordinating the use of "village planning" and "general-rule management" to achieve full coverage of rural planning management.
