On March 26, the "News Media Look at Urban Management" event and the briefing on the first anniversary of the implementation of the new commercial outdoor display policy were held in Hangzhou. According to the briefing, Hangzhou has so far reviewed and approved 1,197 commercial outdoor displays, approved 2,441 outdoor cultural and commercial events, and selected 50 municipal-level and 11 district-level model commercial outdoor display streets (roads).

In March 2023, the Hangzhou Comprehensive Administrative Law Enforcement Bureau officially implemented the "new outdoor display policy," focusing on three aspects: saving processing time, enhancing support capacity, and creating consumption scenarios, to reduce production costs for businesses in commercial districts and foster a favorable consumption atmosphere.

One year after the implementation of the new policy, Hangzhou rolled out version 2.0 of "commercial outdoor displays," appropriately adding night consumption markets, cultural and artistic performance points, and specialty sales points, and supporting the creation of new business forms and models.

"We encourage the creation of premium specialty sites and implement a menu-based filing model for shop signs and storefront plaques to better showcase Hangzhou's local cultural characteristics. At the same time, in light of the actual conditions of pedestrian street areas, we appropriately set up container-style and food-truck-style outdoor display facilities to meet the consumption needs of young people," said Yang Yihua, Director of the City Appearance and Landscape Supervision Division of the Hangzhou Comprehensive Administrative Law Enforcement Bureau.

It is understood that this year the city has relaxed approval restrictions, expanding the outdoor display areas from a small number of sites in the original three main urban districts to 97 key commercial districts and blocks across the entire city, and allowing pedestrian streets to appropriately expand outdoor display areas on the premise of ensuring pedestrian passage. In terms of timing, merchants may, in light of actual conditions and with the consent of nearby residents, appropriately extend outdoor display business hours. The time for outdoor cultural and commercial events has been extended to 20 days per month.

While paying attention to the "bustling atmosphere," "commercial outdoor displays" also safeguard "civility" in a humanized manner. For example, the "Hangzhou Comprehensive Administrative Law Enforcement List of Minor Illegal Acts Exempt from Administrative Penalties" specifies 135 penalty-exempt matters, taking the lead in achieving full coverage of "no penalty for first violations" across 26 fields of comprehensive law enforcement; for minor illegal acts by merchants in 97 commercial districts at the municipal and district levels, persuasion and publicity are the main approach, and those who promptly rectify are generally not penalized; civilized law enforcement is carried out, with non-coercive means such as persuasion and education, guidance and demonstration, and administrative guidance promoted and applied in administrative law enforcement. For those with minor illegal acts who promptly correct them and cause no harm, no penalty shall be imposed as required, supporting business operators in concentrating on their operations.
