  By March, the main battlefield of economic construction in Inner Mongolia is bustling with activity.

  The agricultural demonstration zone project in the Yanhuang (along the Yellow River) area of Hangjin Banner, Ordos City, has fully resumed work. Large machinery is running at full power, and the builders are working passionately on the construction front line, injecting new momentum into the high-quality development of agriculture in Hangjin Banner;

  The full-process evaluation system for hot-rolled strip production independently developed by Baotou Steel Group has achieved stable operation on the CSP production line. With just one system, it can achieve full coverage of monitoring all key parameters throughout the entire process of major hot-rolled strip projects—a first in the country and at the industry-leading level;

  ……

  Early spring brings diligent work; the year begins with a "running start." Major projects across Inner Mongolia are "drawing the bow to the full" and "accelerating the pace," driving the transformation of policies into real productive forces.

  In October 2023, the "Opinions of the State Council on Promoting High-Quality Development of Inner Mongolia and Striving to Write a New Chapter of Chinese-Style Modernization" (hereinafter referred to as the "Opinions") was issued. The "Opinions" takes major project construction as the entry point and centrally deploys key tasks in several areas.

  The Seventh Plenary Session of the 11th Autonomous Region Party Committee and the Regional Economic Work Conference emphasized the need to focus on completing the "Five Major Tasks," adhere to the principle of seeking progress while maintaining stability, promoting stability through progress, and establishing the new before abolishing the old, and go all out to grasp the key tasks related to high-quality development. In particular, it is necessary to implement the "Six Projects" that play a supporting, guiding, and leveraging role in the region's economic development and improvement of people's livelihoods. Among them, the "Number One Project" is the policy implementation project driven by major projects.

  "The government system of the entire region must make this year the 'Year of Policy Implementation,' comprehensively promoting the implementation of all policies from 'paper' to 'ground,' and truly turning policy dividends into real productive forces." In 2024, the autonomous region's goals are clear.

  "The key to implementing the policy implementation project well lies in fully, effectively, and flexibly utilizing the various policies granted to Inner Mongolia by the state. For policies and projects that have already been clarified, we must study them one by one and resolutely ensure that all entitled benefits are fully enjoyed; for directional, guiding, and forward-looking policies, we must conduct in-depth research and promptly carry out work to deepen, refine, and implement them; for policies that have already been granted, we must 'implement them to the maximum extent' to maximize the policy effects; for those that are directionally correct but for which the state has not yet clarified policies, we must dare to pioneer and experiment, and accelerate the formation of replicable and promotable fresh experience." said Zhang Xuegang, Director of the Economics Teaching and Research Department of the Inner Mongolia Party School.

  Undoubtedly, major projects are important support for promoting policy implementation.

  In 2023, the Autonomous Region Development and Reform Commission communicated with the National Development and Reform Commission at high frequency to maximize national support. Through active efforts, content such as creating a national ecological civilization pilot zone and collaboratively promoting major national ecological system protection and restoration projects has been included in the supporting documents. To promote the implementation of the "Opinions" in Inner Mongolia, as of March 18, our region has secured 41 supporting policies for the "Opinions" issued or to be issued by 36 national ministries and commissions, and 29 policies have now been issued to support the high-quality development of Inner Mongolia.

  Zhang Yongjun, Member of the Party Group and Deputy Director of the Autonomous Region Development and Reform Commission, said: "The project itself is a tangible lever. We find policies in the 'Opinions' and find projects in the 'Opinions.' If we grasp the projects, we will implement the 'Opinions' in practice, which can inject an inexhaustible source of momentum into the high-quality economic and social development of Inner Mongolia."

  Embarking on a new journey, seizing new opportunities. In 2024, all parts of Inner Mongolia are firmly grasping the "bull's nose" of major project construction and transforming the policy implementation project into vivid practice.

  Hohhot is accelerating the construction of projects such as Saisheng Silicon Carbide, Xinhua Polysilicon, and Shuangjie High-End Equipment Manufacturing; Baotou is seizing the opportunity of a new round of cyclical industrial adjustment, collaborating with leading enterprises such as Daqo, Xinte, GCL, and Meike to continuously layout integrated industrial chain projects, and accelerating the construction of major projects such as Xuyang's 40GW-per-year solar photovoltaic silicon wafers and Zhongqing's 6GW high-efficiency photovoltaic cells; Ordos is accelerating the construction of continued projects such as Baofeng Coal-to-Olefins, LONGi Photovoltaic Full Industrial Chain, and Mengneng Wind-Solar-Fire-Storage, while major projects such as the Kubuqi Desert North-Central Wind Power and Photovoltaic Base and the Southern Wind Power and Photovoltaic Base have fully started construction……

  Since the issuance of the "Opinions," all parts of the region have pressed the "fast-forward button" on major project construction. At the same time, from the national to the autonomous region level, favorable policies issued by multiple departments have injected the stabilizing "ballast" and the driving force of progress into the high-quality economic development of Inner Mongolia, empowering the transformation of policy dividends into real productive forces.

  The Ministry of Finance officially issued the "Implementation Opinions on Implementing," and formulated 14 specific assistance measures in 6 aspects, including supporting the autonomous region in enhancing its financial security capacity and risk prevention capacity, supporting the construction of the "Three-North" project, innovation platforms, and innovation centers, supporting the development of the logistics industry and cultural tourism industry, supporting the enhancement of resource and energy supply security capacity, supporting the enhancement of agricultural facilities and water resource security capacity, and supporting border revitalization and consolidation, etc.

  The Inner Mongolia Autonomous Region Tax Service of the State Taxation Administration issued the "Several Measures to Further Support the High-Quality Development of the Private Economy," aimed at precisely implementing tax and fee preferential policies, effectively reducing the tax and fee burden on small and medium-sized enterprises and individual businesses, continuously optimizing the development environment for private enterprises, and helping the high-quality development of the private economy.

  "We must take the implementation of the 'Opinions' as the focal point, go all out to strengthen coordination and scheduling, and through the comprehensiveness of policy support, the flexibility of policy application, and the enthusiasm of policy publicity, fully achieve the practical implementation of the 'Opinions' and promote the transformation of policies into real productive forces," said Gong Mingzhu, Secretary of the Party Group and Director of the Autonomous Region Development and Reform Commission.

  In order to promote the implementation and effectiveness of the various policies in the "Opinions," Inner Mongolia has organized the revision and formulation of implementation plans in 7 aspects and a list of key tasks for 2024, aiming to take major project construction as the guide and promote the implementation of the "Opinions" from "paper" to "ground." As of now, 54 of the 86 major projects on the list have started construction; the remaining 32 projects are accelerating the processing of preliminary procedures, with 29 expected to start in 2024 and 3 in 2025.

  Regarding the advancement of major project construction, Inner Mongolia issued a region-wide mobilization order when deploying its key work for 2024:

  "Strive to complete major project investment of over 900 billion yuan."

  "Strive to ensure that investment in major infrastructure projects is no less than 170 billion yuan."

  "Actively plan and introduce a batch of large and good projects that undertake industrial transfer and promote industrial transformation and upgrading, and strive to introduce no less than 550 billion yuan in funds in place."

  ……

  The prospects are infinitely bright, and it is precisely the time to forge ahead. Inner Mongolia keeps pace with the times in promoting the implementation of all policies from "paper" to "ground."
