Among these, in the key project implementation plan, Chengdu this year strives to start construction on 244 projects and complete and put into operation 146 projects.

　　It is introduced that in promoting the construction of the Chengdu-Chongqing Twin-City Economic Circle, Chengdu this year will focus on advancing 26 major projects jointly built for the Twin-City Economic Circle and 50 cooperation projects to achieve effective results, and will plan a batch of "small-incision" and "small but beautiful" cooperation projects and enterprise-benefiting and people-conveniencing initiatives.

At the same time, it will implement a batch of traction projects and landmark projects, concentrating efforts on building a park city demonstration zone that is excellent in both form and spirit.

A relevant person in charge of the Municipal Development and Reform Commission said that, focusing on expanding profitable investment, this year the city will revise the municipal investment assessment measures, build and make good use of the "five major project libraries," implement the "expanding coverage and strengthening the foundation" action for major projects, and establish a municipal project library for projects with total investment of more than 50 million yuan. It will highlight key areas to grasp investment, promote the expansion of industrial investment, deepen the campaign to attract investment and talent for industrial circle-building and chain-strengthening, improve the mechanism for promoting the construction of signed, registered, and transferred projects, and raise the conversion rate of project implementation.

　　At the same time, it will carry out in depth the action of planning and reserving major projects, strengthen the construction of modern infrastructure such as transportation, energy, and computing power; promote public service investment to shore up weak areas, highlight livelihood projects, and, driven by demand, promote the expansion, downward extension, high quality, and balanced distribution of public resources, creating a "15-minute public service circle."

Around promoting private investment, the Municipal Development and Reform Commission this year will carry out a series of "promoting private investment" activities, make good use of the new mechanism for government and social capital cooperation, support private enterprises in participating in the construction of projects in competitive fields, help strive for infrastructure REITs pilots, and strive to increase the proportion of private investment.

According to a relevant person in charge of the Municipal Development and Reform Commission, focusing on key projects to grasp investment, this year the city will further strengthen full-life-cycle management services for key projects, revise supporting policies and measures for key projects, upgrade the smart project scheduling platform to version 3.0, optimize the "industry + comprehensive" coordination and scheduling mechanism and the "red-black list" notification and incentive mechanism, and solidly do a good job in factor guarantee services. This year, it will coordinate the implementation of more than 900 provincial and municipal key projects and complete annual investment of more than 300 billion yuan, striving to start construction on 244 projects and complete and put into operation 146 projects.

This year, concentrating on enhancing the function of an international gateway hub to promote the development of an open economy, the city will launch the preliminary work of the Chengdu-Golmud Railway, plan the second phase of Tianfu International Airport, build the China-Europe Railway Express assembly center with high quality, and accelerate the building of a national strategic fulcrum city for modern circulation.
