Since the beginning of spring, at the Changning Park-in-Park of the Yunnan Changning Industrial Park, the project construction site has been bustling with activity. Enterprises are focusing on key priorities, racing against time to make progress, and overcoming difficulties to advance project construction toward rapid commissioning and rapid achievement of results.

Walking into the construction site of the Changning County annual 240,000-ton feed production project, workers are busy in the workshop debugging equipment. The project was signed on July 10, 2018, and is invested in and constructed by Yunnan Pumu Animal Food Co., Ltd., mainly producing compound feed and concentrated feed. The project covers a total area of 27.6 mu, with a planned total investment of 126.6 million yuan, to build a feed production workshop, raw material workshop, finished product workshop, comprehensive building, boiler room and fire pump room, and to install more than 33 sets (units, vehicles) of feed production lines and office equipment. The project started on November 8, 2022, and equipment installation began on August 24, 2023.

Lu Lingzhong, head of Yunnan Pumu Animal Food Co., Ltd., said: "Up to now, the construction of this project has been fully completed, and equipment linkage debugging is underway. It is expected to be officially put into operation and production in late March. During the project construction process, the Changning County Party Committee and County Government provided the enterprise with a good business environment and strong policy support. After the project is completed, it will achieve full production capacity of 360,000 tons, an annual output value of 920 million yuan, and tax revenue of more than 20 million yuan."

At Yunnan Guiwang New Materials Co., Ltd., the workshop is piled with metallic silicon granules, and construction workers are bagging and transferring them. On the basis of the good social and economic benefits achieved by the Yunnan Guiwang 60,000-ton silicon granule production project, in June 2023, Changning County signed the "Investment Agreement for the Changning Park-in-Park Multi-functional Comprehensive Photovoltaic New Material Manufacturing Project" with Sichuan Guiwang. The project has an estimated total investment of 300 million yuan and is to be built in two phases. Phase I will build four new metallic silicon granule production lines with an annual production capacity of 140,000 tons of metallic silicon granules, and will relocate and upgrade the original two production lines; Phase II will build a workshop for comprehensive circular recycling and utilization of 20,000 tons of metallic silicon granule tail powder. At present, the project construction is progressing steadily.

"In January 2024, we completed the large-scale production line No. 1 and put three units into operation. We plan to complete the construction of the remaining large-scale production line No. 2 in April 2024. By then, all six units will be fully operational, and we will reach a production scale of an annual output of 200,000 tons and an output value of 2 billion yuan, with annual tax payments of 20 million yuan," said Pan Yue, manager of Yunnan Guiwang New Materials Co., Ltd.

The 220kV substation and line engineering project is a newly built project of the Changning County People's Government to support the Tongwei Phase II project. The project has an estimated total investment of 932 million yuan. The total installed capacity of the 220kV substation is no less than 1.366 million KVA (kilovolt-amperes), and 13 main transformers are planned to be configured in the station. After the project is put into operation, the maximum electricity load is expected to be 1.14 million KW (kilowatts), with annual electricity consumption of about 9.07 billion kWh.

Wang Jiao, technician of the 220kV substation and line engineering project, said: "This project is currently the largest 220kV substation in the country. Construction began on April 16, 2023. At present, the civil engineering and equipment installation in the station have been fully completed, and equipment debugging is underway. The line erection has been fully connected, and power-on conditions will be met as planned on March 30. During construction, we have strengthened safety and quality management, regarded project quality as the lifeline of development, and are committed to building the project into a premium project that can stand the test."

Since the beginning of this year, Changning County has firmly established the work philosophy that "seizing projects means seizing development," planning early, studying early, and arranging early, and has comprehensively promoted key projects to be completed and put into production on schedule and with quality guaranteed.

"Up to now, the Changning Park-in-Park has a total of 9 enterprises in the park, 6 in production, and 3 under construction. Among them, silicon-based industrial projects such as Tongwei Phase II, Guiwang Phase II, and Longwei silicon washing are scheduled to be put into production in the near future. The park economy's role as an engine driving the county economy continues to become more prominent. In the next step, we will fully implement the county party committee's '13631' work arrangement, work hard on the 'build, strengthen, supplement, and extend' green silicon-based industrial chain, and continue to serve well as project construction workers, enterprise development service personnel, and compliance production safety officers, so that enterprises in the park can enter, stay, and thrive," said Yang Zhengqi, deputy director of the Changning Park-in-Park of the Yunnan Changning Industrial Park.
