With the approval of the Provincial Leading Group for Key Project Construction, the list of the second batch of provincial key construction projects in 2024 is hereby issued to you. The second batch comprises 764 provincial key construction projects in 2024, with a total investment of approximately 1.8 trillion yuan and an annual planned investment of approximately 556.6 billion yuan. All localities and relevant units shall, in accordance with the arrangements of the Provincial Party Committee and the Provincial Government, firmly establish the concept of "projects first," take key project construction as an important lever for anchoring the "Two Guarantees" and deeply implementing the "Ten Strategies," and as an effective vehicle for accelerating the cultivation and formation of new quality productive forces. Starting from projects, driven by projects, and supported by projects, they shall improve the coordination and promotion mechanism for key projects, take the initiative and make sustained efforts in approval services, factor guarantees, progress scheduling, and problem coordination, effectively create a sound construction environment, ensure the smooth implementation of every provincial key project, and provide strong project support for the full completion of the annual targets and tasks.

The people's governments of all provincially administered cities, the Jiyuan Demonstration Zone, the Airport Economy Zone, and provincial industry competent authorities shall strengthen their sense of responsibility, and in line with the annual construction targets of projects, do a good job in refining and decomposing construction responsibilities and in supervising and ensuring their implementation; they shall vigorously advance the "Double Hundred Project" of key projects led by provincial leaders, ensuring that every provincial key project has a leading comrade responsible for advancing it; they shall improve the coordination and promotion mechanism, adhere to a problem-oriented approach, promptly help project units resolve conflicts and problems in project construction, strive to ensure uninterrupted construction, and create a sound external environment for the smooth implementation of projects.

Administrative approval service departments at all levels shall take maximally satisfying the construction needs of project units as their work standard, and in accordance with the requirements for deepening the reform of "streamlining administration, delegating power, improving services, and enhancing efficiency" and optimizing investment project approval, make bold attempts in the field of provincial key project construction, actively promote measures such as "acceptance with missing materials to be supplemented later," "integration of multiple assessments," and "handling all matters on one network," continuously optimize processes, compress time limits, and improve efficiency, and make every effort to create conditions for accelerating project implementation. Factor and resource guarantee units at all levels, including development and reform, finance, natural resources, ecology and environment, housing and urban-rural development, and financial departments, shall, in accordance with the concept of "using limited resources to guarantee key projects," proactively connect with project needs, strengthen service guidance, introduce preferential policies, and strive to channel and concentrate limited factor resources such as land, funds, environmental capacity, and energy use toward provincial key projects, providing strong guarantees for accelerating project construction.

The construction units of all key projects shall earnestly assume the primary responsibility for project construction, strictly abide by laws and regulations, perform construction procedures in accordance with the law, consciously accept administrative supervision, scientifically strengthen project management, actively raise construction funds, focus on project quality and work safety, strictly implement pollution prevention and control requirements, and promote projects to resume and start construction as early as possible, accelerate construction, be completed on schedule, and yield results at an early date, ensuring the full completion of annual construction targets and tasks. In accordance with relevant provisions, before the 25th of each month, they shall, through the Henan Provincial Key Project "Four Databases" (reserve database, proposed-start database, under-construction database, and completed database) platform system, promptly and accurately fill in project construction information, objectively and truthfully reflect project progress and existing problems, and provide an effective reference for coordination and scheduling by the Provincial Government and Party committees and governments at all levels.

The key project offices and project construction promotion (service) centers at all levels shall give full play to their functions of overall scheduling and coordination services, strengthen on-site coordination, implement dedicated personnel services, disclose to project units the service personnel, contact information, and service items, do a good job in coordination and scheduling in relevant respects, promptly discover, report, and resolve difficulties and problems in the course of project construction, have a thorough knowledge of the construction situation of the key projects under their jurisdiction, conscientiously do a good job in summarizing and analyzing project construction situations, and urge and guide key project units to successfully complete project construction targets and tasks.
